Introduction to UCOP Contract and Grant Activities

The RPAC Contracts and Grants Operations Officer has the delegated authority from the UC President to submit proposals and accept awards on behalf of the units within the Office of the President (UCOP) for extramural support. This includes all funding from a source external to the University (e.g., Federal government, State of California, private industry, non-profit sponsor) that is issued as a contract or grant. (This does not include State-appropriated funds that are typically managed as general funds within UC.) The University has specific procedures for the administration of extramurally funded projects, and the systemwide Contract and Grant Manual provides guidance for all UC Contract and Grant activity. As each UC campus and location has it own processes and administrative systems for handling extramurally funded projects, RPAC has written this Contract and Grant Administration Handbook as a guide for UCOP staff for the solicitation, acceptance or execution, and administration of awards from extramural sponsors to OP for the conduct of research, scholarly and professional training, or public service programs relating either to research or to scholarly or professional training. Such awards include contracts, grants, and cooperative agreements, as well as interagency agreements from the California State universities and State agencies.

With the exception of the Division of Agriculture and Natural resources, which has its own Contracts and Grants Office, the procedures included in this manual apply to all divisions of the Office of the President. If you are collaborating with any UC campuses, please note that each UC campus also has its own Contracts and Grants Office. Each office has its own procedures and deadlines.

These procedures do not apply to gifts; federal construction grants; student scholarships or loans; work study programs; education abroad agreements; affiliation agreements; consultant contracts, purchase orders, agreements between UCOP management and external organizations regarding the use of University facilities or participation in University programs. Other UCOP units administer such agreements.
