Design and Construction Services
Design and Construction maintains and supports programs to support capital program staff and ensure compliance with state and federal standards, including those listed below. Program details are subject to change or modification due to the issuing authorities' changing standards.
Balcony Bill
California Health and Safety Code Section (HSC) 17973 is commonly called the “Balcony Bill,” and it mandates the inspection of residential buildings' wood-framed balconies and exterior stairs on a regular basis. The University of California has created Balcony Bill guidelines to implement the statute on Regents-owned and privately-owned buildings over which UC is the Authority Having Jurisdiction (AHJ).
Buy Clean California (BCCA)
This University of California statewide statutory program is designed to reduce the environmental impacts of construction materials.
Capital Programs Institute (CPI)

Construction Review Board (CRB)
Reviews bid protest appeals on construction projects. Information and procedures for submitting appeals and on appeal hearings.
Sheltered Bidding
Sheltered Bidding/Sheltered Applicant Pool is a program whereby a portion of contracts are designated, before solicitation of qualifications or proposals, for submission from Small Business Enterprises (SBE) and/or Disabled Veteran Business Enterprises (DVBE).
Small Business, Big Outcomes
As one of California’s largest public developers, UC recognizes the vital role small businesses play in shaping vibrant, inclusive communities. Through this program, we aim to expand opportunities for these enterprises to contribute to the university’s mission—enhancing the educational experience for generations of Californians to come.
