Dear Subcontractor:

This is to serve notice to your firm that {CONTRACTOR'S NAME} has requested permission to substitute a subcontractor in your place for the {DESCRIBE SCOPE} work on the subject project. Their justification for this action is outlined in their letter of {DATE}, which is enclosed.

Your firm has five (5) working days within which to submit written objections to the proposed substitution. Failure to file such written objections shall constitute your consent to the substitution. If appropriate written objections are filed, the University is required by law to hold a hearing on the request for substitution and will give notice in writing at least five working days before the date of the hearing.
