Charge of the Task Force

President Napolitano is forming a presidential task force on universitywide policing to conduct a holistic, environmental scan and review of our policing practices. This group will review current practices and provide recommendations to the president regarding best practices and guidance in the following areas:

  • The process for how complaints are received, processed and investigated at UC police departments (departments) and provide recommendations related to quality and consistency throughout the system;
  • Training, protocols and policies regarding use of force, to examine their quality and consistency throughout the system. Protocols and procedures for examining use of force incidents to determine the appropriateness of the force;
  • Departments’ post-incident review processes for use of force and other significant events; and
  • Departments’ engagement with and training related to the community, including police advisory boards, to determine how to strengthen communication with students, faculty and leadership.

The task force will be chaired by Senior Vice President and Chief Compliance and Audit Officer Alexander Bustamante. The membership will be comprised of various experts and constituencies across the university:

  • Police Chiefs (3 positions)
  • Union Representatives (2 positions)
  • Vice Chancellor for Student Affairs (1 position)
  • Dean of Students (1 position)
  • Vice Chancellors for Administration (2 positions)
  • Campus Chief Human Resource Officer (1 position)
  • Students (3 positions, 2 undergraduate and 1 graduate)
  • Faculty experts (Academic Senate-members — 3 positions)
  • Staff (1 position)
  • Risk Services (1 position)
  • Office of General Counsel (2 positions)

The work group will convene by early April 2018 and will provide a written report with guidance and recommendations to the President by December 31, 2018. A third party or outside expert(s) may be included in some or all of the meetings in an advisory capacity. Staff will be assigned to the task force to facilitate and accelerate the work of this body.
