The Efficiency Review initiative covers all functions performed at UCOP, regardless of reporting lines (i.e., to the President or to the Board of Regents) and funding sources (i.e., restricted and unrestricted; self-supporting and not). 

The working group solicits ideas and recommendations from staff — via the project website, brown bags, focus groups, and other avenues. Every UCOP employee is strongly encouraged to participate. The goal is to generate a broad diversity of ideas and perspectives, and employees may submit comments anonymously.

Every idea submitted is reviewed by the working group, which analyzes it for impact, savings, feasibility, and how well the idea meets the objectives of the initiative:

  • Enhance the work environment
  • Improve customer service
  • Increase transparency
  • Streamline processes
  • Eliminate duplication
  • Reduce costs

To get more information, the working group then vets ideas with relevant UCOP departments and, in some cases, forms focus groups of UCOP staff to help design a solution. Ideas that relate to work or improvements already underway at UCOP are forwarded to the relevant department for further consideration. Ultimately, the working group provides recommendations for projects to senior leadership, who makes the final decision whether to proceed with the proposed project.
