UCOP COVID-19 Testing Program

Regular COVID-19 testing is an essential part of UCOP’s COVID-19 Prevention Plan to support everyone’s health and well-being and mitigate any potential spread of COVID-19. UCOP’s testing program includes a “test-to-return” and “test-to-stay” testing approach for all UCOP locations to help identify COVID-19 cases before employees and others come to the office.

The COVID-19 testing program is mandatory and monitored for compliance. The program is available in Oakland, Riverside, Sacramento and Washington, D.C.

Who needs to test

All staff, contractors, vendors and visitors who work on-site for more than one hour are required to test. Anyone who is not compliant with the UCOP COVID-19 Testing Program will not be allowed beyond the lobby of any UCOP facility.

Testing location

Preferred location: UCOP prefers that everyone conduct testing at home prior to entering UCOP facilities. UCOP employees should use tests from their UCOP-provided supply. Visitors, UCOP contractors, and vendors may use tests they already have at home and request a replacement through UCOP.

On-site testing: Each UCOP location has a designated testing area for UCOP employees who forget to test at home or have not picked up a test supply, visitors, contractors and vendors. If testing on-site, you must wait 15 minutes for your test result prior to entering workspaces or meeting areas. The locations and hours for on-site testing are:

  • Oakland: Lobby 1 (across from the garage elevators) | Monday-Friday 7 a.m. – 7 p.m.
  • Riverside: First floor conference room | Monday-Friday 8 – 10 a.m.
  • Sacramento: Back kitchen alcove | Monday-Friday 8 a.m. – 5 p.m.
  • Washington D.C.: Multi-purpose room A | Monday-Friday 6 a.m. – 9 p.m.

Requesting and picking up COVID-19 tests

UCOP employees and UCOP contractors: We have designed the program so that individual vaccination status will not be apparent to colleagues. UCOP employees who regularly work on-site will receive six tests each time a request is submitted, regardless of vaccination status. This number was chosen so that if you are required to test every day you are on-site, you will have enough tests to test five days in a week with one test left to test after the weekend before you come into the office. This approach will also cut down on the number of times you need to pick up tests.

Visitors and vendors: Visitors and vendors may use a personally provided test to test at home or request a test through the UCOP COVID-19 Testing Program SmartSheet Request Form.

Test pick-up location and hours by location:

Oakland:

  • Location: Work Management Center (pass the Franklin lobby near the Broadway-Franklin building interchange)
  • Hours of operation: Monday-Friday | 8:30 a.m. – 4:30 p.m.

Riverside:

  • Location: Security desk
  • Hours of operation: Monday-Friday | 8:30 a.m. – 12:00 p.m.

Sacramento:

Washington, D.C.:

  • Location: Main lobby security desk
  • Hours of operation: Monday-Friday | 6:00 a.m. – 10:00 p.m

Recording test results

UCOP employees, contractors, visitors, and vendors are required to write their name and date on the test cartridge and take a picture of their test result. The photo should be retained for 60 days. You may be asked to show proof of testing.

Testing frequency

How often you need to test depends on your vaccination status and whether you work consecutive or non-consecutive days on-site. You must follow the testing frequency outlined below.

  • Always test on the first day back in the office after any break from being on-site
  • If you are partially vaccinated or unvaccinated, continue to test every day you are on-site.

Actions to take by test result

For all test results – negative, positive or invalid – employees, contractors, vendors and visitors must take the appropriate steps below based on their negative, positive or invalid test result. In addition, employees, contractors, vendors and visitors will attest that they follow the UCOP COVID-19 testing program when they complete UCOP Screen or UCDC Screen each day they come on-site.

Instructions for a Negative Test Result

If your test result is negative:

  • You may work in the office.
  • If you are a UCOP employee, write the date on the test card/test cartridge and take a picture of the negative test result.
    • Store the picture on your phone or computer for the next 60 days.
    • You may be asked to show proof of testing.

Instructions for a Positive Test Result

If your test result is positive:

  • You may not work in the office.
  • If you’re testing on-site, leave the building immediately and keep away from others. If you cannot leave due to physical duress or transportation issues, go to the designated isolation room for your location (e.g. Lobby 1 in Oakland) to wait for assistance or transportation to arrive.
  • If you’re testing at home, do not come on-site.
  • If you are a UCOP employee:
    • Take a picture of the positive test result and store the picture on your phone for the next 60 days. If you do not have a smartphone, skip this step.
    • For Oakland, Riverside and Sacramento, email UCOP-Incident-Report@ucop.edu or call 510-987-9991 to report a positive test result. You will receive instructions and next steps.
    • For Washington, D.C., email UCDC-COVID-19-Response@ucdc.edu or call 202-415-9275 to report a positive test result. You will receive instructions and next steps.
    • Let your manager know you need to work remotely or if you begin to feel ill, that you will take sick leave as needed based on the instructions received from the Exposure Management team.
  • If you are a contractor, vendor or visitor:
    • Notify your employer and UCOP contact.

Instructions for an Invalid Test Result

In some cases, the test may be invalid. An invalid test means the test was unable to determine whether you have COVID-19 or not. If you receive an invalid result:

  • Retake the rapid test using a new test kit.

About the UCOP COVID-19 testing program

While administration of the testing program may vary by location, the key components are as follows:

  • Test-to-Return – Employees are required to test the first day returning to on-site work after being away from the office for a weekend or other extended period, such as vacation, sick leave, etc. (unless the extended period is due to isolation or quarantine, then follow UCOP return to work guidelines).
  • Test-to-Stay – Employees are required to continue to test (test-to-stay) based on their vaccination status and consecutive vs. non-consecutive days on-site.
  • UCOP-provided test supply – We have designed the program so that individual vaccination status will not be apparent to colleagues. If you regularly work on-site, you will receive six tests each time you request and pick up test kits, regardless of your vaccination status. We chose this number so that if you are required to test every day you are on-site, you will have enough tests to test five days in a week with one test left to test after the weekend before you come into the office. This approach will also cut down on the number of times you need to pick up tests.
  • Testing and test kit pickup location and hours – On-site testing will be available, if needed. 
  • COVID-19 test request form (all locations, except UCDC) – The UCOP COVID-19 Testing Program - Pick-up Request SmartSheet includes options that determine the number of tests you’ll receive. You may complete the form in advance of your arrival or use the laptop provided on-site.
  • Approved special requests (e.g., UCOP-sponsored meeting or conference) – If you are planning to host an on-site UCOP-sponsored meeting with non-UCOP employees, you must request and receive approval for the required supply of test kits to cover all attendees. Requests must be submitted three business days in advance to UCOP-COVID19-Testing@ucop.edu and approved prior to pick-up. Definitions of vaccination status

These definitions are used for all COVID-19 protocols as of Jan. 24, 2022.

  1. Fully Vaccinated and up-to-date are individuals that have received primary COVID-19 vaccination series (two shots Pfizer or Moderna or one shot Johnson & Johnson) and, if eligible, their booster according to the CDC booster timeline (five months after second dose for Pfizer and Moderna and two months after Johnson & Johnson dose).
  2. Partially Vaccinated are individuals who are (a) eligible for a booster, but not boosted; or (b) those who have only completed their first dose of a two-part vaccine.
  3. Unvaccinated with approved exemption are compliant with the UC COVID-19 Vaccine policy.
  4. Unvaccinated, no approved exemption, are not compliant with the UC COVID-19 Vaccine policy. Individuals not compliant with the UC COVID-19 Vaccine policy may be prohibited access to UC facilities.
