INTRODUCTION
Throughout its history, private support has been essential to the
academic excellence of the University of California. The gener-
osity of the men and women who have supplemented the resources
provided by the State with their time and their resources has
enabled the University to attain its greatness.
In 1957, The Regents agreed in principle to embark upon "a
positive program for encouraging gifts to the University". In
response, a decentralized program was developed and implemented
that called for each campus to establish its own gift program,
while a Universitywide office would provide: a) development of
general, overall fund-raising policies; and b) "proper coordina-
tion of fund-raising activities so as not to alienate prospects
and private institutions, or exhaust the good name of the Univer-
sity." This plan led to the creation of the Systemwide Gifts and
Endowments Office in 1959.
Over the years, the University's fund-raising efforts have grown
in size and in sophistication, including the formation of the
Campus Foundations, but the basic concept of campus-based gift
programs, with Universitywide oversight and coordination, has
continued.
Since the beginning of the University's efforts to stimulate
private support, a Manual has been part of the University's plans
to establish uniformity among the campuses when it is necessary
and to guide campuses through complicated processes. In 1960,
the first Specialized Manual on Gifts and Grants was issued; this
was superseded by a new Policy and Procedures Manual for Gifts
and Endowments published in 1967, which in turn was replaced by
the Gifts and Endowments Manual in 1982, with updates issued in
1983 and 1986.
The present Development Policy and Administration Manual repre-
sents a substantial revision of the 1982 Manual. It is the
result of many informal suggestions for improvement, as well as a
survey of Manual users undertaken in 1987 to determine specific
changes that could be made to make the Manual more useful.
