                  DOES THE UNIVERSITY ACCEPT
              RESTRICTED GIFTS FOR FINANCIAL AID?


On March 18, 1977, The Regents approved the following:

     It is the policy of the University of California to
     administer its financial aid funds in such a manner
     that no student will be denied the benefits of student
     aid on the basis of race, color, national origin,
     religion, or sex.  

The policy enables the University to accept gifts or bequests
with restrictive terms so long as unrestricted funds, or funds
restricted to other groups, are available to balance out the
restricted funds.  This has the effect of increasing the amount
of money available to all students.  

Generally speaking, the availability of unrestricted funds is
such that balancing of this sort does not present any serious
problems.  However, it is necessary to receive assurance from the
campus financial aid office that unrestricted funds are in fact
available to balance the prospective gift before accepting a gift
with restrictive terms.  A statement must be typed on gift forms
reporting acceptance of any restrictive gift for financial aid
indicating that such assurance has been received, from whom, and
the date.
