I. PURPOSE
The purpose of this Bulletin is to establish University procedures
covering the acquisition and use of Controlled Substances, which meet
the requirements of the Federal and the State of California Uniform
Controlled Substances Acts.
II. DEFINITIONS
The following terms are defined and used throughout this Bulletin:
A. Laboratory - Lawrence Berkeley Laboratory, Lawrence Livermore
National Laboratory, and Los Alamos National Scientific Laboratory
B. Laboratory Director - Director of the Lawrence Berkeley Laboratory,
Lawrence Livermore National Laboratory, and Los Alamos National
Scientific Laboratory
C. DEA - Drug Enforcement Administration, United States Department of
Justice
D. Controlled Substances - Drugs, both narcotic and non-narcotic, which
come under the jurisdiction of the Federal and State of California
Controlled Substances Acts (Appendix A)
E. Authorized Individual - Materiel Manager of a campus or Purchasing
Officer of a Laboratory
F. Certifying Official - Member of the Chancellor's or Laboratory
Director's immediate staff who has a higher level of responsibility
in the organization than the Authorized Individual
III. SCOPE
The procedures set forth in this Bulletin apply to all campus
activities, including those under contracts or grants, and to the
activities of the Department of Energy Laboratories.
IV. DESIGNATION OF AUTHORIZED INDIVIDUAL AND CERTIFYING OFFICIAL
The Chancellor or Laboratory Director shall designate in writing the
individual authorized to sign applications for registration, official
order forms, and reports required under the Federal and State of
California Uniform Controlled Substances Acts. Since this authorization
includes the purchase of material, the Materiel Manager for a campus or
Purchasing Officer for a Laboratory shall be the designated individual.
The Chancellor or Laboratory Director shall designate in writing the
Certifying Official, who shall be a member of the immediate staff of the
Chancellor or Laboratory Director.
