Dear Colleagues:
The enclosed revisions to the Sections (as specified below) of the University of California Policies Applying to Campus Activities, Organizations, and Students relating principally to student governments, registered campus organizations, and compulsory campus-based student fees (along with a miscellany of other Sections) are effective immediately.
The review and revision of the University of California Policies Applying to Campus Activities, Organizations, and Students, of which the enclosed revised Sections are a principal component, was undertaken by Student Academic Services in the Office of the President several years ago, working in close consultation with the Office of the General Counsel, to conform the Policies as needed to recent changes in the law, and to review the Policies for specific content in the light of current campus and systemwide experience and priorities.
The revised Sections of the Policies now being issued are as follows:
Section 10: Preamble and General Provisions
Section 11: Authority
Section 12: Applicability
Section 13: Development and Review of Universitywide Policies and Campus Implementing Regulations
Section 14: Definitions
Section 30: Policy on Speech and Advocacy
Section 40: Policy on Use of University Property *
Section 50: Policy on Campus Emergencies
Section 60: Policy on Student Governments (re-numbered; formerly Section 80)
Section 70: Policy on Registered Campus Organizations (re-numbered; formerly Section 60)
Section 80: Policy on Compulsory Campus-Based Student Fees (re-numbered; formerly Section 90)
Section 90: Policy on the Campus Assessment of Voluntary Student Contributions to Student Governments and Registered Campus Organizations (re-numbered and re-named; formerly Section 95.00, "Voluntary Student Fees")
Section 170: Policy on University Obligations and Student Rights (re-numbered; formerly Section 70)
The review and revision process for the above Sections (as for all previous Sections) of the Policies was coordinated by Student Academic Services through the offices of the Vice Chancellors for Student Affairs, and has included extensive consultation with Registrars, Student Judicial Affairs Officers, the Assistant Vice Chancellors for Student Life, other campus administrative units, other departments and divisions of the Office of the President, the systemwide Academic Senate, the local Senate Divisions, and student leaders (as appropriate to the content of particular Sections of the Policies).

I am enclosing paper copies of the revised Sections of the Policies with this letter for your convenience, but the Policies as they appear online should always be considered by campuses as the copy of record.
