Dear Colleagues:
The enclosed new Universitywide policy, the University of California Policy and Supplemental Guidelines on the On-Campus Marketing of Credit Cards to Students, is effective immediately.
The new Policy and Supplemental Guidelines originated from recommendations coming out of a systemwide work group convened by former Provost and Senior Vice President King in late 2002 in response to new State law, the California Student Financial Responsibility Act of 2001, which requested the University to adopt policies regulating the on-campus marketing of credit cards to students by credit card companies. The systemwide work group reviewed campus policies in this area and developed recommendations for a systemwide policy and supplemental guidelines that would lead to greater policy consistency across the campuses. The systemwide work group membership was multi-campus and cross-divisional, and included a Vice Chancellor of Student Affairs, two Associate Vice Chancellors for Student Affairs, an Assistant Vice Chancellor for Alumni Relations, a graduate student, the Director for Alumni Affairs at the Office of the President, a representative from the Office of the General Counsel, and a representative from Student Academic Services in the Office of the President. The draft Policy and Supplemental Guidelines coming out of the work group's final recommendations were prepared by Student Academic Services in close consultation with the Office of the General Counsel, and reviewed and approved by the work group members before being circulated broadly to campus administrators, students, and faculty, as well as to other offices within the Office of the President including the Division of Business and Finance and the systemwide office of the Academic Senate, for review and comment.
