The attached policy to "Encourage Joint Research Collaboration between the University of California Campus and the Lawrence Livermore National Laboratory and the Los Alamos National Scientific Laboratory" is effective immediately.

The policy was developed through consultation with you and with the Academic Senate, and it is our joint expectation that availability of seed money will stimulate valuable, long-term research collaboration.

Policy to Encourage Joint Research Collaboration between the University of
California Campuses and the Lawrence Livermore National Laboratory and the
Los Alamos National Scientific Laboratory, DOE Laboratories Operated by the University.

The University of California is committed to increasing interactions between its campuses and the Lawrence Livermore National Laboratory and the Los Alamos National Scientific Laboratory, Department of Energy Laboratories operated by the University. In 1981 the Scientific and Academic Advisory Committee, specifically appointed to assist the University in its management responsibilities at the DOE Laboratories, recommended several methods by which the campuses and the Laboratories could engage in mutually beneficial cooperative efforts. At least one of these methods would formalize collaborations between the campuses and the Laboratories through cooperative research arrangements.

In furtherance of this general objective the University's Systemwide Administration has established a fund of seed money to encourage initiation of long-term collaborative research programs. This fund will be managed in the following way:

I.
All research supported under this program must be unclassified.

II.
Up to $150,000 could be committed from the Nuclear Science Fund in any year to new projects, with no project to receive support for more than three years.

III.
Proposals for participation in this funding should be submitted to the Vice President of the University by March 31 of each year.

IV.
These proposals will be reviewed after submission, using the following criteria:
A.
Collaboration must involve a commitment of personnel and resources to common research from a particular campus or campuses and a University-operated Laboratory or Laboratories;
B.
Collaboration should involve use of scientific or technical resources not readily available elsewhere ;
C.
The program must be for a long term, i.e., with an expected lifetime of at least five years;
D.
The program must have a funding plan that phases out Systemwide support not later than the end of the third year of funding;
E.
The proposal must have the approval of the Laboratory Director(s) and the appropriate Chancellor(s);
F.
Priority will be given proposals that represent new collaborative efforts and have the potential for expansion.

V.
Systemwide selection process will include:
A.
An initial screening of proposals by the Special Assistant for Laboratory Affairs to see that each proposal adequately addresses all the criteria;
B.
A review of proposals by the Office of Academic Affairs;
C.
A final recommendation to the President from the Vice President of the University and the Academic Vice President.
