As you know, the Higher Education Employer-Employee Relations Act (HEERA) became effective on July 1, 1979. The attached Policy on Relations with Employee Organizations replaces the February 27, 1974 policy on this subject which was essentially superseded by the provision of HEERA.
Vice President Kleingartner will assume responsibility for the implementation of this new policy and for issuance of appropriate guidelines and procedures to assist in its implementation.

POLICY ON RELATIONS WITH EMPLOYEE ORGANIZATIONS
The Higher Education Employer-Employee Relations Act (HEERA) sets forth certain rights of University employees and employee organizations.
It is the policy of the University to establish clear, fair, and equitable implementation procedures consonant with the provisions of HEERA. Processes established by HEERA shall be the exclusive means for addressing any claims that such procedures are not consonant with the provisions of HEERA.
The Vice President--Academic and Staff Personnel Relations1 is responsibility for the administration and implementation of this policy, consulting with the President and General Counsel as appropriate.
