MEDICAL CENTER DIRECTORS

Dear Colleagues:

Campus Emergency - UCOP Notification Protocol

Due to the projected severity of the state's energy crisis, I think it is important to reiterate our protocols for notifications to the Office of the President (OP) regarding campus emergencies. In the event of an emergency, Campuses (including Laboratories and Medical Centers) should promptly notify OP in order to allow us to quickly and effectively respond to urgent campus needs. OP notification may be triggered by declaration of a campus state of emergency, activation of the campus emergency operations center, or other unusual occurrence.

Notification regarding "routine" emergencies should be made to the OP Emergency Manager. For serious situations or those that warrant immediate attention of senior OP executives, notification should be made simultaneously to both the Senior Vice President and Emergency Manager. If possible, please provide a brief situation status report and preliminary requests for any OP assistance or support that can be anticipated. Primary and alternate OP contacts are:

  1. Bob Charbonneau, OP Emergency Manager
#1 alternate - Dave Belk, Director - Environmental Protection Services [now Larry Wong, EH&S Coordinator]
#2 alternate - Mike Bocchicchio, Assistant Vice President - Facilities Administration

  2. Joseph Mullinix, Senior Vice President - Business & Finance [now Rory Hume, Provost and EVP - Academic and Health Affairs]
#1 alternate - C. Judson King, Provost & Senior Vice President - Academic Affairs [now Katherine Lapp, EVP - Business Operations]
#2 alternate - Laura Martinez, Assistant to Senior Vice President - Business & Finance [now Bruce Darling, EVP - University Affairs]

Detailed contact information is listed on the enclosed attachment. Revisions or updates to this list will be provided as needed by the OP Emergency Manager to campus police chiefs and emergency planners.

Following initial notification of serious incidents, the OP Emergency Manager and Senior Vice President will determine the appropriate OP response to the incident, which may include convening the OP executive policy emergency group and/or partial or full activation of an OP emergency operations center if necessary.

Thank you for your cooperation in following this protocol effective immediately.

Sincerely,

Joseph Mullinix
Senior Vice President
