Dear Colleagues:

I want to put on record the University's position with respect to Public Law 97-252, which prohibits giving financial aid from any Title IV source to students who are required to register for the draft but have not done so.

1.

Because this law inappropriately places the University in a position of enforcing a law unrelated to our educational purposes, we shall join with other institutions and educational organizations in efforts to modify or repeal it.

2.

We shall comply with the law and withhold Title IV funds from students affected by Public Law 97-252.

3.

We shall comply with the Federal regulations when they are promulgated. While the regulations are under review, however, we shall attempt to influence their formulation to minimize the burden on the University and its students.

4.

Finally, no student who has complied with Public Law 97- 252 will be disadvantaged by any University financial aid policy or practice.

Financial Aid Coordinator Jaeger will send implementing procedures directly to your Financial Aid Officers.

I appreciate the help you have offered in our discussions of the appropriate University position.

For your information, I have provided the above statement to The Regents.
