CHANCELLORS
LABORATORY DIRECTORS
VICE PRESIDENT--AGRICULTURE AND NATURAL RESOURCES
Dear Colleagues:
New Academic Personnel Policy Section 075 on Termination for Incompetent Performance Including Appendix A
Enclosed is a new Academic Personnel Policy Section 075 on Termination for Incompetent Performance, which is effective immediately.
The new policy applies only to Academic Senate faculty with tenure or with Security of Employment. The new Academic Personnel Manual Section reaffirms and clarifies current University policy that incompetent performance constitutes good cause for dismissal, articulates standards for evaluating faculty performance, and provides a thorough process for review of such cases. Under the review procedure, the campus Committee on Academic Personnel will evaluate the evidence and advise, on the basis of the written record, whether the faculty member is performing his or her University duties in a manner consonant with professional standards of competence. In addition, the faculty member will be offered the opportunity for an evidentiary hearing before the Committee on Privilege and Tenure.
While it is important for the University to have a policy addressing incompetent performance, the reality is that the general quality of University faculty performance is superb. The stringent standard for termination and the detailed procedures are designed to protect the institution of tenure and academic freedom.
The new Academic Personnel policy may be found online at: http://www.ucop.edu/academic-personnel/_files/apm/s1-075.html.
Sincerely,
Richard C. Atkinson
President
