Dear Colleagues:
The observance of Charter Day was discussed at the meeting of the Regents' Committee on Educational Policy on January 16, 1986, and it was decided that, rather than being considered a University-wide ceremony, Charter Day will be celebrated as a Berkeley campus event, and that Chancellor Heyman will take responsibility for arranging it.
I enclose for your information Chancellor Heyman's letter of January 28, 1986, to me, together with my response, outlining his plans to hold Charter Day 1986 in the autumn of this year. I have also sent his letter to The Regents.
