Dear Colleagues:
On June 9, 1978, President Saxon informed you of the enactment of the State of California Information Practices Act and the need to review then-current University policies and procedures regarding privacy of and access to records. His letter transmitted a statement describing the pertinent legal requirements under State and Federal laws governing this subject and assigned responsibility for future policy and procedural development to the Vice President--Academic and Staff Relations.
Over the last several years, University practices in managing access to and privacy of information have been changed to conform to legal requirements, and specialized policies dealing with staff and academic personnel records have been issued. I have assigned overall responsibility for these matters to the Senior Vice President--Administration.
A new series of Business and Finance Bulletins will provide guidance on records privacy for use throughout the University. Business and Finance Bulletin RMP-8, entitled Legal Requirements on Privacy of and Access to Information and reflecting current laws and policies, will be distributed soon. It will supersede the June 9, 1978 statement.
