As you know, in December 1997, after consulting with the General Counsel's office, I issued guidelines for the campuses to use in implementing Proposition 209 with respect to the administration of University financial aid funds. In November 1998, Provost King issued further guidelines for the campuses to use in determining what assistance may be provided under Proposition 209 to financial aid programs administered by outside agencies. To improve the clarity of these guidelines, we have consolidated them into a single document, which is enclosed. I hope that you will find these guidelines useful in your administration of financial aid funds for University students.
