LABORATORY DIRECTORS

I attach for your information a new policy, effective immediately, which governs five-year reviews of the Directors of the Department of Energy Laboratories. I reported the establishment of this policy to The Regents at their September meeting.

FIVE-YEAR REVIEWS OF THE
DEPARTMENT OF ENERGY LABORATORY DIRECTORS
UNIVERSITY OF CALIFORNIA

POLICY

The President shall conduct reviews of the Directors of the Lawrence Berkeley Laboratory, the Los Alamos National Laboratory, and the Lawrence Livermore National Scientific Laboratory at approximately five-year intervals as part of the University's responsibility for management of the Laboratories.

PROCEDURE


Process

The President and the Senior Vice President--Academic Affairs will collect and integrate information from three sources:

1.
Special Review Board formed to evaluate the programmatic and management performance of the Director.

2.
The President's Advisory Committees for the Laboratories.

3.
University Administration, as appropriate.
Special
Review
Board

The Special Review Board will be appointed by and report to the President.

The Special Review Board will consist of five or more persons representing both scientific and management competence to ensure a review of all aspects of the Director's role.

The Special Review Board may seek information from any of the constituencies that the Laboratory interacts with or serves, including all levels or government, academia, industry, and Laboratory staff.

In addition, the Special Review Board may wish to consult with the President's Advisory Committees for the Laboratories, although the views of the latter will be solicited separately by the President as well.

Objective

The review is to assess the quality of the Director's leadership:

1.
In defining the role of the Laboratory;

e. g.:
articulating a well-focused, balanced and appropriately flexible mission,

effectiveness in formulating and implementing policy;

2.
In building and maintaining the Laboratory's human and physical resources and capability;

e.g.:
creating an organization and a climate in which new ideas flourish, which is responsive and flexible in meeting new tasks, and which is effective in carrying out the Laboratory's mission,

attracting and keeping superior individuals,

providing state-of-the-art facilities and equipment commensurate with program goals,

creating program leadership that ensures program quality,

developing an effective and responsive relationship with the University of California, the Department of Energy, the Department of Defense, Congress, and the Administration,

building productive relations with the media, the community, and the local government;

3.
In carrying out the Laboratory's major programs;

e.g.:
meeting established goals of the sponsors,

maintaining institutional balance under diverse programmatic pressures,

achieving the highest levels of technical quality in Laboratory
