The enclosed revised University of California Policy and Guidelines Regarding Acceptance of Gifts and Gratuities by University Employees under California's Political Reform Act are effective immediately. The Guidelines have been revised to incorporate recent changes by the State legislature and the Fair Political Practices Commission.

The Legislature has increased the reporting and disqualification thresholds effective January 1, 2001. The real property threshold has increased from $1000 to $2000, the investment threshold from $1000 to $2000, and the income threshold from $250 to $500. The FPPC has adjusted the gift limit and disqualification threshold from $300 to $320.* Minor changes have been made to some citations based on the Commission's reordering and renumbering of selected regulations.

In addition, Section C.6 of the University's Guidelines has been rewritten to conform to the Commission's revised regulations regarding an official's obligations once he or she determines that a conflict of interest exists. The official is no longer required to file a written statement that he or she is disqualified from taking part in decisions, and is not required to disclose the disqualifying financial interests. Instead, the official may make either a public oral or written statement.

The campus Conflict of Interest coordinators have been informed of these changes. They may contact Coordinator Ross Smith (987-9800) with questions or concerns.
