Dear Colleagues:
I am writing to inform you of changes in the University's policy regarding the fee associated with the Intersegmental Cross-Enrollment Program.
The Intersegmental Cross-Enrollment Program was established in 1994 by Senate Bill 1914 as a voluntary program allowing students enrolled at least half-time in one segment of public higher education to enroll for one course at another segment for an administrative fee not to exceed $10. Recently, the Legislature passed Assembly Bill 1783, which allows institutions to charge an unspecified administration fee "not to exceed the amount sufficient for the campus to recover the full amount of administrative costs it incurs." Given this change in the law, it seems appropriate for the University of California to raise the administrative fee associated with this program.
The Standing Orders of The Regents delegates to the President authority to determine the amount, conditions, and time of payment of such fees as the Intersegmental Cross-Enrollment Fee. Consistent with this delegation, effective Summer 2004, fees for the Intersegmental Cross-Enrollment Program are to be set annually to conform to the per unit fee charged by the California Community Colleges. Beginning Summer 2004, it is anticipated that the Intersegmental Cross-Enrollment Fee will be $18 per unit, the current per unit fee charged by the California Community Colleges. I am making this change based on recommendations from staff following consultation with campus representatives.
