(superseding DA 2117) for Negotiation, Approval and Execution Real Property Easements and Rights of Way (includes a new "Easement Checklist" and: the limit of the easement/right of way area has been increased to 5000 square feet; the notice of revocability period has been increased to 180 days)
DA 2232: to Chancellors, et al. (superseding DA 2118) for Negotiation, Approval and Execution of Licenses for Use of Real Property (includes a new "Lease/License Checklist" and: the lease term has been increased from 5 to 20 years; the initial annual license amount has been increased from $250K to $500K; the risk manager must approve any indemnification or waiver of subrogation; if the annual license amount exceeds $500K, the format of the agreement must have been approved by OGC)

Increases campus design approval threshold to $60M for qualifying projects, consistent with the September 2008 amendment of Standing Orders and Regents Policy which increased the President's design approval authority. Addresses authorities under the Pilot Phase of Process Redesign for Capital Improvement Projects, and provides accountability measures consistent with the March 2008 report to The Regents' Committee on Grounds and Buildings. Replaces DA 2136 to Chancellors and DA 2184 to the Executive Vice President--Business Operations.
DA 2220: Appointment of and Execution of Agreements for Executive Architects, Executive Landscape Architects, and Executive and Consulting Engineers. Broadens campus authority to appoint executive architects/engineers for capital projects within approved budgets. Replaces DA 2134 to Chancellors and DA 2184 to the Executive Vice President-Business Operations.
DA 2223: Amendments to the Capital Improvement Program for Non-State-Funded Minor Capital Improvement Projects with a Total Project Cost Not to Exceed $400,000; for Non-State-Funded Major Capital Improvement Projects with a Total Project Cost Not to Exceed $5,000,000; and for Major Capital Improvement Projects approved for Inclusion in the Pilot Phase of Process Redesign for Capital Improvement Projects. Authorizes Chancellors to approve amendments to the Capital Improvement Program for projects not to exceed $60 million. Provides accountability measures per March 2008 report to Regents Committee on Grounds and Buildings. Existing Standing Orders apply when projects are not eligible under Standing Order (q)(2). Replaces DA 2158 and DA 2159.
DA 2224: Delegation of Authority to the Executive Vice President-Business Operations to Transfer Capital Funds and Amend the Capital Improvement Program, as described. Replaces DA 2204.
DA 2225: New. Delegation of Authority to Chancellors to Solicit Federal Grant Funding under the American Recovery and Reinvestment Act of 2009.

DA 0001, DA0184: Retired. These delegations (on Chancellors’ authorization to approve staff personnel moving expenses of one-half actual costs) were made obsolete by the Executive Vice President – Business Operations’ letter of November 12, 2008, eliminating the rule limiting reimbursement of moving expenses to one-half of the actual expenses.
DA 0998 (4/13/89): Retired. This delegation referred to historical professional medical practice arrangements at the San Diego campus.

DA 2222: New. This delegation replaces DA 2214 to the Chancellors and the LBNL Director. It restates the Chancellors/Director’s authority to approve settlements of non-litigated claims and separation agreements within stated limits. It further requires that any individual severance payment under the Voluntary Separation Program valued between $50,000 and $75,000 must be approved by the President (DA 2218).

DA 1065, Retirement System Regulations, and DA 2114, Administration of the University of California 415(m) Restoration Plan, have been rescinded because the authorities now reside in the UC Retirement Plan documents.
DA 2138, Administrative Actions Related to the University of California Retirement Plan, the Tax-Deferred 403(b) Plan, and the Defined Contribution Plan, has been rescinded due to the Regents' action in 2005 which amended the authority language contained in the Retirement Plan documents.

DA 2201 has been revised. It now includes a statement regarding Executive Vice President Lapp's assumption of responsibilities formerly assigned to the Senior Vice President - Business and Finance on May 1, 2007.
DA 0870 to SVP - Academic Affairs entitled Approval of Operating Principles, Northern Regional Library Board and Southern Regional Library Board is superseded and has been removed. The two regional boards have been restructured as a single board accountable to the Provost, and with the general power to review and approve operating policies for the two Facilities.
