Summary of Updates to Presidential Delegations of Authority

November 24, 2008

DA 2212 delegates authority to act in the President’s absence to the Provost, the Executive Vice President - Business Operations, the Senior Vice President - Health Sciences and Services, and the General Counsel and Vice President for Legal Affairs. It replaces DA 2209 dated 10/20/2008.

November 6, 2008

DA 2090, DA 2091, and DA 2092 have been replaced by DA 2211 to the Senior Vice President - Health Sciences and Services.

October 22, 2008

A new DA has been added. In DA 2210, the President delegates to the Provost the authority to approve a Chancellor's request for an individual academic salary at or above the prevailing Regental threshold amount in certain circumstances.

October 21, 2008

DA 2209 delegates authority to act in the President’s absence to the Provost, the Executive Vice President - Business Operations, the Senior Vice President - External Relations, and the General Counsel and Vice President for Legal Affairs. It replaces DA 2205 dated 6/24/2008.

October 15, 2008

DA 1065, Retirement System Regulations, and DA 2114, Administration of the University of California 415(m) Restoration Plan, have been rescinded because the authorities now reside in the UC Retirement Plan documents.

DA 2138, Administrative Actions Related to the University of California Retirement Plan, the Tax-Deferred 403(b) Plan, and the Defined Contribution Plan, has been rescinded due to the Regents' action in 2005 which amended the authority language contained in the Retirement Plan documents.

October 3, 2008

A new delegation has been addded. In DA 2208, the President delegated to the Chancellor of the San Diego campus the authority to solicit and execute certain changes with respect to the project entitled Post-Traumatic Stress Disorder And Traumatic Brain Injury (PTSD/TBI) #W81XWH-08-2-0159.


August 25, 2008

A new delegation has been added. In DA 2207, the President delegated to the Executive Vice President - Business Operations the authority to approve and execute sub-phase leases for the West Village project, Davis campus.


July 25, 2008

DA 0834 is obsolete and has been removed. Authority to approve exceptions to use of sick leave for famility illness is granted to the Chancellors in PPSM 42.

July 7, 2008

A new delegation has been added. Effective July 1, 2008, DA 2206 delegates authorities and responsibilities under California Code of Regulations Section 18944.2, Gifts to an Agency, with respect to allocating and reporting gifts of travel from a third party.


June 25, 2008

DA 2205 delegates the authority to act for the President in his absence to the Provost, the Executive Vice President - Business Operations, the Executive Vice President - University Affairs, and the General Counsel and Vice President for Legal Affairs. It replaces DA 2182 dated 5/21/07 and DA 2189 dated 8/13/07.


June 16, 2008

DA 2204 replaces DA 2188. Under the revised delegation, the Executive Vice President may redelegate the authority to approve amendments to the Capital Improvement Program, subject to the same limitations.


June 12, 2008

DA 2201 has been revised. It now includes a statement regarding Executive Vice President Lapp's assumption of responsibilities formerly assigned to the Senior Vice President - Business and Finance on May 1, 2007.

DA 0870 to SVP - Academic Affairs entitled Approval of Operating Principles, Northern Regional Library Board and Southern Regional Library Board is superseded and has been removed. The two regional boards have been restructured as a single board accountable to the Provost, and with the general power to review and approve operating policies for the two Facilities. June 5, 2008

A new delegation to Chancellors has been added. DA 2203 delegates to Chancellors the authority to negotiate and finalize compensation contracts for all men's and/or women's coaches and football offensive/defensive coordinators within defined parameters, effective with The Regents' action of July 19, 2007.


June 4, 2008

Added: DA 2202, Authority to Solicit and Execute Certain Changes with Respect to the U.S. Army Corps of Engineers Indefinite Delivery/Indefinite Quantity (IDIQ) Contract #W912EF-08-D-0007.

May 28, 2008

DA 1092, Administration of Other Intellectual Property Matters, has been removed. DA 1092 was made obsolete by the 1997 Patent Policy which formally assigned responsibility for certain matters to the SVP-Business and Finance.


May 20, 2008

The following delegations are obsolete and have been removed from the Delegations of Authority list:

DA 0876 - Delegation of Authority--Exception to Program and Sub-Budget Control Point Restrictions
DA 0877 - Delegation of Authority--Exception to Location Control Point Restriction

The following delegations have been rescinded because authority for the matters described was reassigned to the Chancellors in the 1999 document University Review Processes for Academic Programs, Academic Units and Research Units (sections III.B.1, III.A. and II.A.):

DA2020 - Authority of the Provost to establish certain academic instructional units
DA2021 - Authority of the Provost to approve a change in the name of an academic department
DA2021A - Authority of the Provost to approve name changes of undergraduate degree programs
DA2021C - Authority of the Provost to approve and pre-approve new undergraduate degree programs


May 14, 2008

Added: DA 2201, Execution of Documents for Administration of University Patent and Other Intellectual Property Matters.

Deleted: DA 1091 (replaced by DA 2201).


March 3, 2008

Deleted: DA 2037 - Authority to Solicit and Accept or Execute Certain Extramural Grants and Contracts (No longer applicable. LLNL operation is now under the management of the Lawrence Livermore National Security, LLC).


February 27, 2008

DA 2172 has been revised to omit sentence requiring reporting of non-employee claim settlements to Executive Vice President - University Affairs. Claims are reported by locations through a mechanism established by the General Counsel.


February 21, 2008

Deleted: DA 0774 - Authority to Approve the Use of LLNL Director's Contigency Fund for Memorial Gifts (No longer applicable. LLNL operation is now under the management of the Lawrence Livermore National Security, LLC).
