UC and Community Colleges:
The Partnership Agreement with Governor Davis
Gov. Gray Davis and the University of California reached agreement in May 2000 on a new
partnership providing for continued investment and accountability in California higher
education during the coming years. The partnership provides for predictable annual
increases in state General Fund support for UC while also holding the university
accountable in specific areas of performance.
The partnership agreement includes several points relating to
UCs efforts to expand enrollment of transfer students from California community
colleges. In reducing barriers to student transfers, UC is committed to:
- To the extent that the community colleges increase the number of
students prepared to transfer, UC will increase the total number of community college
transfers to UC by 6 percent annually over seven years, from 10,150 in 1998-99 to 15,300
in 2005-06 and increase the number of student transfers from low-transferring community
colleges by 15 percent annually.
- Developing and maintaining systemwide agreements among UC, the
California State University and the California Community Colleges on lower-division course
requirements for 20 high-demand majors by 2005-06 to increase student transfer.
- Ensuring that each UC campus has transfer agreements with all
community colleges in its service area.
- Improving student access to information about the transfer process
and continuing to provide transfer-specific training for community college counselors.
- Continuing to use curriculum which allows students to complete all UC
general education requirements before transferring.
