Sponsored Projects Scenario

The Sponsored Projects Office has just called to say that they have received a notice of grant award to renew National Science Foundation Grant No. 12345. The renewal will be awarded by NSF as a new grant (NSF Grant No. 67890) and will include a large subcontract to Pixel Technology, Inc. Although the campus routinely submits NSF proposals via FastLane, a paper copy was sent directly to the agency.

You are familiar with the grant because the original project was lead by Dr. Moon, a faculty member in the Computer Science department. He had informed you that he was not going to renew the project because he was pursuing other interests.

The new award includes a change of principal investigator from the original award.  The new principal investigator, Dr. Starr, holds the title of Specialist, and has an appointment at 40% time. Dr. Starr was a member of the Digital Arts department and has transferred to the new department as a result of the merger. He worked with Dr. Moon on the original project and decided to apply to NSF to continue the project when Dr. Moon bowed out. In his enthusiasm he submitted the proposal directly to the agency without checking on the appropriate procedure. During your preliminary investigation you discover that Dr. Starr holds a part time UC appointment because he is fully engaged as the Vice President of Pixel Technology.

Dr. Starr is anxious to get the award processed because Pixel Technology has already started their portion of the research and the original award has generated an overdraft, which you have only recently discovered.
