BIG CUTS TO UC: Senate Republicans next week are expected to propose additional reductions to the 2003-04 state budget, netting more than $2.7 billion, including drastic cuts to UC totalling nearly $162 million. The much-anticipated and extensive package, which would amend AB 1769 (Oropeza), is scheduled to be heard when the Senate convenes at 10 a.m. Tuesday. There had been speculation earlier in the week that the GOP package would be debated today, however, senators did not discuss the budget. No floor sessions in the Senate are set Friday or Monday.

The Senate Republican Caucus List of Amendments to AB 1769 reveals eight cuts directly to UC. (Attachment shows the entire GOP list of amendments.)

1. Eliminate UC's higher education outreach, $39,900,000.

2. Unallocated reduction, $19,500,000.

3. Eliminate general fund support for community teaching internships for mathematics and science programs, $1,300,000.

4. Reduce funding for Digital California Project by an additional 30 percent, $6,600,000.

5. Reduce general fund support for cooperative extension program by an additional 5 percent, $3,000,000.

6. Eliminate general fund support for institutional financial aid programs, $52,199,000.

7. Increase state's share of federal overhead reimbursements by 10 percent, $35,000,000.

8. Eliminate funds used by UC Berkeley/UCLA to support the Multi-Campus Research Unit for Labor Studies, $4,455,000.

The Assembly did not take up the budget today. Assembly members are scheduled to return to the floor Monday at noon.

In another budget-related development, the so-called Big Five comprised of the Governor and legislative leaders, met late yesterday afternoon, however, they had not scheduled a negotiation session on the spending plan today.
