Submitting Transcripts to ELC

This section of the site is designed to answer your questions about preparing and submitting transcripts for the ELC program. High school submission packets are sent to schools in late May. To ensure that all schools are able to participate in the program, we will be contacting your school to confirm that you have received a submission packet.

Check to see if your school's ELC submission packet has been received. Please allow one week from the date you mailed your packet for UC to post it on the School Submission Status Website.

Parental Authorization

Federal, state and local privacy laws protect student transcripts. Specifically, student transcripts contain information that is protected by the Family Educational Rights and Privacy Act (FERPA). In order to release this information, schools must have authorization from the parents. If a student is 18 or older, the student should sign the authorization for release of the transcript.

A school official must certify that parental authorization has been obtained for each transcript submitted. Please consult with your legal counsel to determine the appropriate retention period for these forms.

Schools should not submit parental release authorization forms to UC.

Frequently Asked Questions About Parental Authorization

Can UC provide schools with an actual parental release authorization?

State and federal privacy laws protect student transcripts and other personal information; therefore, schools must obtain written parental authorization before submitting a student's transcript for ELC evaluation by UC. Schools may wish to consult with their own legal counsel on the appropriate way to collect this authorization. Since this is a school responsibility, UC is not able to do more than present a sample authorization form.

When should high schools obtain the parental authorizations?

High schools have reported to us that they have the most success with obtaining parental authorization when they send the forms home early in the school year or spring semester. Many schools send the authorization forms to the top 15 – 20 percent of the junior class so that once the final grades are in, the school can select the top 12.5 percent of students and send in their transcripts when they are requested.

What should schools do with students who are in the top of the class but for which no parental authorization has been obtained? Should the school substitute additional students to fill up the submission to UC?

Schools should not substitute records for students who were missing parental release authorization. Instead, the school should only submit records of those top students with parental authorization.

Deadlines for Submitting Transcripts

Schools should prepare to submit the transcripts after the final junior grades are in. For year-round schools, ELC evaluation includes all classes completed by June 30.

Frequently Asked Questions About Deadlines and Extensions

When do schools need to submit transcripts for ELC identification?

This year, UC requires transcript submissions to be postmarked no later than July 15.

What happens if a school can't meet the July 15 transcript deadline?

If a school official has a good reason for being unable to meet the July 15 deadline, he or she can request a late extension. This request must include a written explanation of the reason why transcripts cannot be sent in on time. We will evaluate the request and let the school know whether a late authorization will be granted. The request should be made before the July 15 deadline. If a school cannot participate in ELC during the summer, will there be another time to participate?

No. During the first year of the ELC program, UC instituted a special process for schools that did not participate during the normal cycle, but that was a one-time process that will not be repeated. We strongly encourage all schools to participate in ELC within the timeline described above.

Tracking ELC Submissions

The ELC program will send a postcard notifying you that we have received the submission and informing you if the transcripts are being processed or if the packet was incomplete. If you do not receive a postcard, please contact us at (800) 839-8507 or check the school submission website.

Duplicate Submission Instructions to Schools

Why did UC send so many duplicate copies of the ELC submission instructions?

To ensure that all qualified students have the opportunity to participate in the ELC program, it is extremely important for schools to receive the information and forms. Our practice in previous years has been to send a packet to the principal and a second packet to the college counselor. These packets were sent by overnight delivery with a signature required. Our high school colleagues have told us that in many large schools, it is necessary to send a separate packet to the college counselor. In addition, last year we sent by regular mail a packet to any school personnel that requested to be put on our mailing list.

It has come to our attention that some schools received several packets. This year, we will not be sending copies of the submission packets to anyone except the principal and head counselor. If you require a copy of the submission packet, please contact the ELC Help Desk at (800) 839-8507. You may also print the submission packet from the PDF at the top of this page.
