Fiscal Effect of Adoption of Regulations
Because violation of these regulations is a misdemeanor, their adoption could result in some increased law enforcement costs for both the University of California and local governments when arrests are made. Enforcement of these regulations is at the discretion of the University of California, and it is anticipated that these additional costs will likely be infrequent. Enforcement costs to local governments may be partially or fully offset by increased fine revenues. Adoption of the regulations may result in savings to the University from prevention of damage to University property and prevention of disruptions by acts likely to interfere with the peaceful conduct of the activities of the campus or facility. The costs and savings that would result from adoption and enforcement of the regulations cannot be specifically determined, but probably would not be substantial.
