SUBJECT: ONR Foreign Travel Requirement

In Supplement No. 3 to this Contract and Grant Memo (2/14/92) we informed you that ONR has always required prior approval for each foreign trip regardless of whether amounts for foreign travel are included in the approved award budget. Up until February 14, our guidance had been that separate prior approval was required if the trip was not in the approved budget. Thus it is possible that foreign trips on ONR grants were taken without the necessary agency approval.

We have discussed this with the ONR Resident Representative in Berkeley who in turn spoke with his counterparts in Pasadena and La Jolla, and they have agreed that, since the number of such trips is likely to be very small, we would deal with cases as they came to light and simply ask for retroactive approval. It will not be necessary to check through past records to try to find these instances. [NOTE: The only campus not covered by these Resident Reps is Santa Cruz, whose rep is at Stanford. Because of the special circumstances surrounding that location, the Berkeley rep did not contact Stanford and the Santa Cruz Contract and Grant Office has been so notified.]
