Subject: DOE Requirements for Reporting on Subcontracting Plans
In a final rule published July 7, 1993, the Department of Energy quietly rescinded DEAR clause 952.219-9, Small Business and Small Disadvantaged Business Subcontracting Plan - Alternate. The effect is that DOE contracts awarded since then have been subject to the standard FAR clause 52.219-9. Thus the standard reporting requirements for subcontracting plans now apply to DOE contracts. In other words, for DOE contracts that do not contain 952.219-9, the SF 294, Subcontracting Report for Individual Contracts, is to be submitted semi-annually; the SF 295, Summary Subcontract Report, is to be submitted annually.
