Subject: Salary Limitations and Supplementation
Enclosure i is a copy of a memo distributed by Associate Vice President Moore to Academic Vice Chancellors, announcing the elimination of the NSF salary cap effective for FY 1991 funds.
Enclosure 2 is a copy of a memo distributed by Associate Vice President Moore to Academic Vice Chancellors stating that supplementation of NIH/NIMH-capped salaries will no longer be prohibited, effective October 1, 1990. This policy also applies to expenditures under NSF awards that are still subject to a cap because the federal dollars were obligated from FY 1990 funds.
Please note that supplementation is subject to the availability of funds and is discretionary at the option of the Chancellor or designee. No State or Federal funds may be used; in fact the only kind of fund source that can be used is one (such as a private unrestricted gift or medical compensation plan funds) that will allow payments of salary amounts with no effort, since the effort will necessarily be devoted to the NIH/ADAMHA or NSF project.

RE: Cancellation of National Science Foundation Salary "Cap"
I am pleased to announce that the Fiscal Year 1991 Federal appropriation for the National Science Foundation did not reinstitute the $95,000 per year cap on salary support charged to NSF grants. According to the attached "Important Notice" from the Office of the Director, NSF, the previous cap will, therefore, not apply to grants made with FY 1991 funds, including those already issued this fiscal year.

RE: Supplementation of Salaries Capped by the National Institutes of Health/Alcohol, Drug Abuse and Mental Health Administration
Supplementation for NIH-capped salaries of University of California faculty will no longer be prohibited. Supplementation is subject to the availability of funds and is not an entitlement. Only available non-State funds may be used. Payment should be made as a stipend using Pay Code 3998 (salary supplementation). Supplementation is discretionary; the Chancellor or designee may authorize supplement for individual faculty. The restriction on supplementation is made effective October 1, 1990, to correspond with the NIH funding cycle, although very few University faculty have been impacted by the salary cap during the academic year.
