Subject: DOD Short Form Research Contract (SFRC) DD Form 2222, May 1986
The Department Of the Navy has written a letter (Enclosure 1) to clarify the meaning of Block 17 on the face page of the SFRC DD Form 2222, May 1986 (Enclosure 2). Block 17 deals with Advance Payment Pool agreements.
As the Navy's letter explains, when Block 17 is x'd it refers to the type of Advance Payment Pool agreement which can be used by all Department of Defense (DOD) agencies. Since the University has a separate Advance Payment Pool agreement with each DOD agency, Block 17 will always be left blank.
Please also note that the May 1986 version of DD Form 2222 differs from the April 1984 version (Enclosure 3) in that Block 17 no longer has a choice b which read "Not An Advanced Payment Pool Contract."
All previous guidance regarding Advance Payment Pool agreements issued in Contracts and Grants Memos remains unchanged.

As you know, the Short Form Research Contract is now the predominant instrument used for Office of Naval Research contracts with your institution. The purpose of this letter is to clarify a misunderstanding which has arisen in some cases regarding reference in the Short Form Contract to advance payment pool agreements.
Block 17 of DD Form 2222, the Short Form Research Contract face page, reads as follows: "Advance Payment Pool Contract pursuant to attached payment provision". When Block 17 is X'd, the intended reference is to the type of advance payment pool agreement which could be used by all three Services when writing research contracts. A copy of the applicable advance payment provision-will be attached as part of the contract. Since your current advance payment agreement is not of that type, but is in fact an advance agreement on contract financing which can be used only by Navy or the Defense Supply Service, Block 17 of your Short Form Research Contract will be left blank.
