No. 14-75
The University of California

I--1. Equal Employment Opportunity and Affirmative Action Compliance Certification
The Joint Reporting Committee of the EEOC announced in a form letter, signed by Herbert Hammerman and issued in March, 1974 (Attachment 1) that the University is no longer required to submit EEO-1 reports. Therefore none was prepared during calendar year 1974. The latest EEO-1 report submitted was dated June 26, 1973 and that date should be shown on "certifications" until a new report is filed.
The same letter announced that an EEO-6 report would be required in place of the EEO-1. However, the format for the report was not finalized in 1974. A recent announcement in the "College and University Reports" (Attachment 2) states that Universities now have until November 30, 1975 to file the new report.

EQUAL EMPLOYMENT OPPORTUNITY COMMISSION OFFICE OF FEDERAL CONTRACT COMPLIANCE
Gentlemen:
This is to inform you that your institution will not be required
to file the EEO-1 report in 1974.
You will, however, be required to file the Higher Education Staff Information EEO-6 in the fall of 1974.
The EEO-6 form and instructions for filing and recordkeeping are in the process of preparation by EEOC. They are being developed in cooperation with the Office of Education and Office for Civil Rights of H.E.W. and the Office of Federal Contract Compliance of the Department of Labor in order to avoid any unnecessary duplication of reporting by the institution.
The latest draft of the form and instructions are being pretested by 9 institutions of higher learning throughout the country.
Public hearings are scheduled for late spring of 1974, to be held in Washington, after which the survey will be finally adopted.
Very truly yours,
Herbert Hammerman
Secretary
Joint Reporting Committee
