CONTRACT AND GRANT OFFICERS
Subject: California Institute of Technology Jet Propulsion Laboratory General
Provisions: Cost- Reimbursement without Fee with an Educational Institution
(College or University) CREI R 12/04
California Institute of Technology Jet Propulsion Laboratory (JPL) has revised
its Cost Reimbursement without Fee with an Educational Institution (CREI)
General Provisions. The date of the most recent CREI is 12/04. http://acquisition.jpl.nasa.gov/pdf/gp/Cost-ReimbursementwithoutFeewithEducationalInstitution12-04.pdf
The 12/04 version incorporates the alteration which the University requested to the clause entitled "Data Removal From Computers" which clarifies that data needs to be removed from computers "before such computers leave the control of the Subcontractor organization by transfer or disposal." This CREI continues three previous alterations which JPL attaches to the CREI Subcontract document that is signed by the campus. These three alterations cover: use of the word "schedules"; export controls; and Rights in Technical Proposal Data.
Because the University of California still has these three alterations which have not been incorporated into the CREI, you are required, when signing the JPL ACKNOWLEDGMENT -CREI Subcontract, Attachment A-5, to indicate under No. 3 that you accept CREI R12/04 "WITH APPROVED ALTERATIONS." The JPL Contract Officers have indicated, because the University has these three approved alterations, we must add this phrase to this ACKNOWLEDGMENT.
Please note that JPL regularly updates the CREI and changes the date at the bottom accordingly. With each update, we ask JPL what has been changed so that we can continue to confirm that the CREI terms and conditions are acceptable.
