A letter from President Napolitano to UCOP staff regarding the Regents’ report on the State audit

Dear colleagues,

As you may have seen, today the Board of Regents released its independent fact-finding review into the survey process administered as part of the state audit of the Office of the President’s budget. You can read the results of the Board of Regents review here and my statement here.

The report is long, but the bottom line is this: I take full responsibility for the way this matter was handled. I approved the plan for campuses to send their survey response to UCOP for review. This was wrong, and I am sorry that I made a bad decision. If I had it to do over again, I would handle it differently. I have already put measures in place to address the issues referenced in the report. These steps include:

  • In May, our office of Ethics, Compliance, and Audit Services issued new guidelines for internal communication during state audits. You can read those guidelines here.
  • In July, we on-boarded our new chief compliance and audit officer at UCOP, Alex Bustamante. I have great confidence that Alex will ensure our compliance with any current or future audits.
  • And, this week, we will issue additional guidance to ensure that our practices are consistent with the new state law that will take effect on January 1, 2018 regarding coordination during a state audit. It will be available here.
  • These efforts are in addition to our ongoing work to implement the Auditor’s recommendations on our budget and finance processes.

I am deeply honored to lead the University of California and apologize to each of you for the actions that led to this report. I am sorry if the handling of this audit has in any way distracted from the important work you do every day to support our top-ranked campuses, world-class hospitals, and ground-breaking research labs.

Your efforts in support of our students, faculty, staff, and alumni are an incredible public service, and it is a privilege to work alongside each of you as we support the mission of this great institution.
