1. APC Accomplishments and Future Plans
Before adjourning the last meeting of the APC of the current academic year, Provost Massey noted that while the
APC has not brought about major changes during its short life, it has initiated a number of actions that will serve
the University well in the future in an era of significant social and economic evolution. These include long range
academic and enrollment planning; streamlining academic program review processes, including a process for on-line
approval of five systemwide program review actions, and establishment of policies and procedures for transfer,
consolidation, discontinuance, and disestablishment of academic programs; and promotion of intercampus cooperation.
The APC also implemented the Intercampus Academic Program Incentive Fund as a means to encourage and provide funding
for intercampus cooperation, along with an electronic survey of the faculty use of instructional technology. In
addition, the Committee on Informational Networking and Instructional Technology for Academic Purposes was established
to advise the University on distance learning, academic networking, and the digital library initiative.
The APC agreed that its future efforts should be directed at increasing intercampus cooperation and addressing
faculty concerns on this issue. Other priorities include to improve Universitywide coordination in identifying
fields in which UC may be undeserving the state, such as education and clinical psychology; to reduce the number
of overlapping reviews; to incorporate health sciences enrollment planning into overall enrollment planning; and
to generate ideas for mitigating the potential impact of a possible 40 percent reduction in the University's research
as a result of anticipated Federal budget cuts.
2. Copyright and Ownership of Electronic Information
The APC agreed that the copyright and ownership of electronic information issue needs to be understood and discussed
in greater depth and should be a high APC priority for 1995-96. The APC agreed that the University should also
review what other universities and private institutions are doing with respect to this issue.
3. On-Going Activities
a. Intercampus Academic Program Cooperation
Assistant Vice President Smith reported that the Vice Chancellors have identified several actions that are necessary
for further intercampus academic program cooperation including the need to define model pathways for intercampus
programs. Rather than establishing an ad hoc committee of the APC to work on this, a small number of OP staff will
work in a more informal manner to accomplish the tasks, consulting with the appropriate administrative and Senate
groups.
b. Policy for High Fee Part-Time Professional Programs -- Final Report of the Advisory Committee.
The APC received the report of this Advisory Committee and agreed that encouragement of part-time professional
programs is consistent with the University's mission. It also agreed that requiring full self-support for part-time
professional programs might have a negative effect on the role of University Extension and fields such as Social
Welfare and Education. The Advisory Committee report will be distributed for comment during the fall term. CCGA
Chair David Bogy noted that the CCGA report on the same subject will also be completed shortly.
c. Agricultural Experiment Station Realignment -- Final Disposition
The President agreed to reallocate 10.37 vacant Organized Research FTEs and the associated salary and support funds
from the Berkeley campus to the Davis and Riverside campuses. The Office of the President will provide some additional
support funds to Berkeley in recognition of the constraint this places on the campus's ability to meet their undesignated
budgetary cuts. In addition, 18 Berkeley faculty members (14.45 Organized Research FTE) will be offered the opportunity
to transfer to Davis or Riverside. Those who opt not to transfer will remain at Berkeley.
4. APC Transition
Provost Massey will be leaving the University shortly to become President of Morehouse College. Vice Provost King
will serve as Interim Provost pending the appointment of a new Provost and will chair the APC. Incoming Academic
Council Chair Arnold Leiman will succeed Dan Simmons as Vice Chair of the APC.
