Mr. Abrams' primary areas of practice cover commercial transactions, including real estate acquisitions, dispositions, development and leasing, construction, commercial lending and joint ventures. Meghan Archdeacon became Associate Counsel for UCLA Health System in September 2007. Prior to joining the University of California, Ms. Archdeacon was an Associate General Counsel at the University of Chicago Medical Center. She has also worked as Regulatory Counsel for Tenet Healthcare Corporation and as an Associate at the law firm of Latham & Watkins. Eric Behrens has served as a University Counsel in the Office of the General Counsel since 1981. Prior to joining the office, Mr. Behrens worked at Landels, Ripley & Diamond in San Francisco. Mr. Behrens is co-leader of the office's litigation group; his primary areas of practice include commercial, construction, employment and estate-related litigation, and bankruptcy matters. Mr. Behrens is a graduate of Harvard University (A.B., cum laude 1970), Fuller Theological Seminary (M.Div., Highest Honors, 1974), and the University of California, Berkeley (Boalt Hall) (J.D. 1977). Mr. Behrens is a Life Member of the Fellows of the American Bar Foundation, a former President of the Alameda County Bar Association (1992), has served on the California State Bar Litigation Section Program Committee, and has chaired numerous Alameda County bar sections, including the Bankruptcy Section and the Judicial Evaluations Committee. He is co-author of "Student Loans, Chapter 13 of the Bankruptcy Code and the 1984 Bankruptcy Amendments" 13 J. Coll. at U.L. 1 (1986).

Jeff Blair has served as a University Attorney in the Office of the General Counsel since 1989, first as University Counsel, then as Section Leader, Litigation, and as Acting Vice President Legal Affairs and General Counsel in 2006. L. Amy Blum is Campus Counsel for the University of California, Los Angeles. In that capacity she advises the Administration on issues concerning employment disputes, student and faculty misconduct, discrimination, intellectual property, business affairs, electronic communications, among other things. Ms. Blum also serves on the UCLA Advisory Board on Privacy and Data Protection. Prior to joining The Regents of the University of California in 2004, Ms. Blum was a litigation partner in the Los Angeles office of Reed Smith, L.L.P. and was the Southern California Market Trial Practice Group Leader. Ms. Blum specialized in business disputes, including claims relating to contracts, interference with business relations, trade secrets, non-competition agreements, intellectual property disputes, and unfair competition. Ms. Blum is currently a member of the Legal Education Committee for the National Association of College and University Attorneys (NACUA). Ms. Blum received a B.A. from the University of California, Santa Cruz (1983) and graduated summa cum laude with a J.D. from Santa Clara University School of Law (1988).

Marcia J. Canning joined the Office of the General Counsel in October of 1981. Prior to joining the OGC she served as a trial attorney for the National Labor Relations Board. Ms. Canning's primary areas of practice while in this position included labor relations matters from the commencement of collecive bargaining, employment litigation, grievances and admidnistrative hearings involving faculty, residents and staff, advice regarding faculty misconduct cases and Constitutional issues related to privacy rights, drug testing and free speech and advice involving violence in the workplace, disability rights and issues related to the California Information Practices Act and the Public Records Act. She became General Counsel for UC-Hastings College of the Law in 1998 and became the Chief Campus Counsel for the University of California San Francisco Campus in 2001 providing advice to both the Campus and the Medical Center.. Bill Eklund first joined the University's Office of Laboratory Counsel at the Los Alamos National Laboratory in 1981. He served as Senior Counsel of the LANL Office of Business and Patent Law from 1993 and has served as University Counsel with the Office of General Counsel since 2001. Prior to joining the University, Mr. Eklund was with the firm of Christensen, O'Connor, Johnson and Kindness in Seattle. His practice is directed to federal contract law, risk management, transactional law involving the DOE National Laboratories, regulatory law applicable to R&D operations and nuclear facilities, and intellectual property law. Glen Fichman was appointed UCLA Campus Counsel in 1992. From 1980 through 1994, Mr. Fichman served as Director of Contracts Administration in UCLA Capital Programs. His current scope of activity includes advising on the full range of legal matters pertaining to agreements and contracts between UCLA and outside entities, including real estate leases, licenses, easements and rights of way, real estate development, design and construction contracts, sponsored research agreements, grants and contracts, department of athletics sponsorship agreements and purchase orders. Diane Fields Geocaris has served as Counsel to the Chancellor at the Irvine campus since 1990. Before coming to UCI, Ms. Geocaris was a partner at the Chicago firm of Rudnick and Wolfe (now DLA Piper Rudnick Gray Cary). Norm Hamill began serving in the Office of General Counsel in 2006. He works on risk-management-related litigation, particularly in the general liability area, and provides counsel to Risk Management staff on insurance and related issues. Prior to joining OGC, Mr. Hamill worked at CNA Insurance in San Francisco, where he served as in-house coverage counsel since 2003. Before joining CNA, he worked for two and one-half years at Cooley Godward LLP in Palo Alto. Prior to joining Cooley Godward, he was an associate and then partner at Gordon & Rees, where he represented clients in all phases of litigation, including representing the University in several matters. Rita A. Hao is a member of the technology transfer practice group in the office. Ms. Hao, who is a member of the patent bar, was a partner at Gonzalez & Leigh in San Francisco focusing on intellectual property and civil rights litigation. Prior to her affiliation with that firm, she completed a three year clerkship with Judge Phyllis Hamiltonamil in U. S. District Court in San Francisco with an emphasis on trial-level patent litigation. She has additional practice experience with McCutchen Doyle and Latham & Watkins where she specialized in patent, trademark, and copyright litigation. Her educational background includes an undergraduate degree from Harvard University in East Asian Studies and Fine Arts. Her law degree is from Columbia University.

In 1979, Patricia Jasper became the first “official” Campus Counsel in the UC system, with an express delegation from the Office of the General Counsel to provide legal services to the UCLA campus. At UCLA, Patty provides legal services on a wide array of matters, including matters relating to faculty discipline, athletics, conflict of interest, animal and human subjects research, scientific misconduct, intellectual property, graduate students, and business affairs. Prior to joining the University, she practiced environmental law at the Federal Highway Administration in Washington, D.C., then became a Deputy Attorney General for the Commonwealth of Pennsylvania. She was later appointed Deputy Counsel to the Governor of Pennsylvania. Patty graduated from Vassar College in 1970 with a BA in History, and received her J.D. from the Catholic University School of Law in 1974.

Carole. R. Greta Schnetzler was appointed Deputy Campus Counsel at UCSF in March 2005. She was previously a partner with the law firm of Gordon & Rees where she specialized in representing colleges and universities in all aspects of employment, civil rights and education law for twenty years. In 1992, Ms. Schnetzler worked on a special temporary assignment in-house with the Office of the General Counsel of the Regents of the University of California. Ms. Schnetzler graduated magna cum laude from the University of North Alabama with a Bachelor of Science degree in 1982. She received her J.D. from Vanderbilt University in 1985. Ann Sparkman joined the Office of General Counsel in May 2006, serving as Deputy Campus Counsel for Health Affairs at University of California, San Francisco. Prior to joining the University of California, Ms. Sparkman was a partner at Hassard Bonnington in San Francisco, defending health plans against bad faith managed care litigation, defending physicians and allied health care professionals in medical malpractice actions, and representing Credentials Committees with Section 805 fair hearings. Ms. Sparkman also served in both the legal and compliance departments of Kaiser Permanente’s program office, managing the medical malpractice and managed care litigation for the California, North Carolina and Hawaii regions, and providing health law and regulatory advice and counsel on a wide range of health care issues for all eight regions.

Diane Wynshaw-Boris joined the UC San Francisco Office of Legal Affairs in October of 2007. Prior to joining the office, Ms. Wynshaw-Boris headed the Business Contracts office at UC San Diego. Her primary areas of practice are business transactions and contracts. Ms. Wynshaw-Boris is a graduate of Franklin & Marshall College (B.A. 1977) and Cleveland-Marshall College of Law (J.D. 1982). She was admitted to practice in Ohio, Massachusetts, and Maryland and maintains an active license in California.

Richard Wilson joined the Office of the General Counsel in May 2005, as a member of the litigation group with responsibility for professional liability program litigation and claims.  Rick has degrees from Arizona State University, 1976, Business Administration, and University of Minnesota School of Law, 1979.  After practicing law in the Minneapolis area for three years, he moved to Southern California where he began his career in the medical malpractice field for two years as a claims representative and regional claims manager for an insurance carrier.  He then joined the San Francisco law firm of Hassard Bonnington LLP where he distinguished himself as a medical malpractice defense attorney. Rick left his partnership position at Hassard in 2001 and assumed a litigation management attorney position with the Judicial Council of California, Administrative Office of the Courts.

At the Office of the General Counsel Rick has primary responsibility for management and oversight of all Professional Liability claims and suits brought against the University and its health care employees.

Margaret Wu has served as a University Counsel in the Office of the General Counsel since 2007. Ms. Wu practices in the litigation group, focusing on educational affairs and academic litigation.

Prior to joining the office, Ms. Wu worked as a litigation attorney at Morrison & Foerster in San Francisco and at Boies, Schiller & Flexner in Oakland. Ms. Wu also clerked for U.S. District Judge Claudia Wilken. Ms. Wu is a graduate of Stanford University (A.B. 1991) and of the University of California, Berkeley (Boalt Hall) (J.D. 1996), where she was a member of the California Law Review and Chair of the Moot Court Board.

Carolyn M. Yee has served as a University Counsel in the Office of the General Counsel since 2006. Prior to joining the office, Ms. Yee was the AV-rated (Martindale-Hubbell) Principal in the Law Office of Carolyn M. Yee in Los Angeles specializing in all aspects of labor and employment law practice. She has also served as in-house employment counsel for Southern California Edison Company and prior to that as an attorney with the National Labor Relations Board. Ms. Yee is a graduate of the University of California, Berkeley (A.B.) and of the University of California, Berkeley (Boalt Hall) (J.D.).
