Report to LAUC on UC Collection Committee

Since Spring, the vast majority of time and energy spent by members of the Collection Development Committee was devoted to negotiating and evaluating journal purchases. In addition the committee reviewed, discussed and commented upon several reports, discussed below.

At the October 10 meeting, there was a discussion of journal cancellation strategies, and of the need for a shared print journal archive. CDC minutes report, "members unanimously decided to recommend to SOPAG that a UC archive be initiated. It was suggested that the collection be a hybrid of an open access archive and a dim archive and that it be called the University of California Libraries (UCL) collection."

This recommendation was forwarded to and subsequently endorsed by SOPAG, and the decision has been made to establish such an archive. Most recently, a "Dim Archive Working Group" has been appointed by CDC to deal with the "nuts and bolts" issues of preservation, shared cataloging, and acquisitions that the establishment of such an archive at SRLF will entail. In the establishment of this working group, the LAUC voice was strong in support of having a preservation librarian represented on this group. This has come to pass, with the appointment of Julie Page. Other members of the task group are Cindy Shelton (chair), Sara Layne, Karen Coyle, Linda Barnhart, Andy Stancliffe, and Colleen Carlton.

CDC also heard a report from Beverlee French concerning CDL activities. Highlights are quoted from minutes below:

" French reported on the development of a public CDL website that will focus on UC created content and present a CDL "face" to a larger constituency. The CDL has received a Mellon grant to experiment with methods of capturing, managing, and archiving web-based government publications. Trisha Cruse has been appointed manager of this project; faculty from campuses who use government information will also be asked to participate. The CDL's E-Scholarship program will fund Bio-Med Central membership. CDL e-Scholarship staff will be discussing working paper repositories with various groups at the campus level. Organized Research Units have been contacted, and at present 6 campuses, 25 ORUs have responded. It was recommended that we resist the commercial entry into the "working paper space." French asked CDC's advice on how the JSC and the CDL could communicate with bibliographer subject groups, especially to discuss their ideas on building digital content from UC sources. It was recommended that the CDL contact the chairs of the groups directly and set up meetings to discuss content building.

Work Plan:
Members reviewed the JSC survey results and discussed the CDL's work plan for the upcoming year.

E-journals: Approval was given to pursue multi-year contracts when they are advantageous.

Societies: We expect to support models for societies such as ASCE, ASME, and OSA.

Elsevier: CDL seeks a negotiating team to work with Elsevier. Recommendation was made not to add new content in 2003 but to deal with additions for the 2004 contract (i.e., Mosby and Saunders would be considered for 2004.) We may need to post a rationale for faculty viewing as to why we are not subscribing to all new material. CDC agreed to have CDL negotiate for the archive backfile once there has been verification that the content is complete.

AGU and APA: These publishers continue to be seen as problematic, with either unacceptable pricing models or lack of full coverage.

Cell: Cell titles won't be part of the Elsevier package. We continue to see Cell as a problem publisher; continued resistance to subscription is recommended.

Taylor & Francis: A need to develop a strategy for a beneficial model is still seen. CDC recommended doing a title holdings check for all campuses and to withhold starting new subscriptions. There may be archiving possibilities for T & F titles via a UCL collection as print is free with an electronic subscription (and vice verse.)

Nature Specialist: CDC agreed that because of a favorable quote and the possibility of allowing for print cancellations, it is advisable to begin licensing negotiation.

PNAS: Decision needs to be made about how to handle titles when the print and e-versions are unbundled in 2004. Titles may have potential for the UCL.

Sage: CDL should be able to proceed in licensing now that Sage has announced that it will entertain consortial models for "cross access."

For the most part Collection Development Officers on all the campuses are busy planning for budget cuts on individual campuses, and sharing those strategies with one another.
