FAQ for LAUC Proposal to Expand the Librarian Series
In an effort to provide meaningful background about the recently submitted proposal to expand the Librarian Series listed below are some frequently asked questions.
1. Why is LAUC proposing to add Steps VI-IX?
The Librarian Series has not been expanded since 1974. The 1998 Spring Assembly
passed a resolution that mandated proposing to add three steps to the series
to parallel the eight steps of the Professorial Ladder.
While LAUC was writing the current proposal, the Office of the President released
information about Step IX being requested for both the Professorial Ladder
and the Professional Research series. The spirit of the resolution was to
parallel the number of steps in the Professorial/Professional Research ladders.
Although LAUC is asking for four steps, it is important to recall that the
Librarian Series is severely lagging in terms of steps and salary as no steps
have been added since 1974.
2. Why request moving the barrier step?
At the 1998 Spring Assembly a resolution passed to request that the barrier
step precede the distinguished step. Hence, moving the barrier step and the
distinguished step to VIII and IX respectively.
3. Why doesn't the proposal include specific comparison salary information?
The decision was made not to include specific comparison-8 institution, CSU,
and community college salary information, as it would overly detail the proposal.
4. Why doesn't the proposal include the number or percentage of Librarians
V in the Rationale section?
The compression of the series at Librarian IV and the small number of Librarians
V are a different problem than the number of steps in the series. LAUC will
not solve the problem by this (or any) proposal because it has to do with
how the divisions interpret the criteria for the barrier step.
5. Why doesn't the proposal address the issue of low starting salaries in
the Assistant Librarian rank?
While this issue is an ongoing concern to LAUC, the decision was made not
to include the issue of low entry-level salaries at the Assistant Librarian
rank in this proposal, as it would overly complicate the it, and the problem
at the top of the series is more pressing for more incumbents.
6. Why doesn't the proposal mention CDL staff and others hired outside the
Librarian Series to do 'library' work?
The decision was made not to include the issue of librarians hired into other
series because the information was anecdotal and no specific numbers were
available. Recently there was an AUL salary proposal that successfully made
this argument because the majority of AULs had been transferred to another
series.
7. Why does the proposal use an effective date of July 1, 2000?
The union represents approximately 375 librarians. Collective bargaining openers
are scheduled for negotiation starting approximately December 1999 and concluding
by June 30, 2000. The proposal was submitted to coincide with that timetable.
