     RE:  Charge to the LAUC Scholarly Communication Editorial Board
     
     Thank you for agreeing to serve on the LAUC Scholarly Communication 
     Web Page Editorial Committee. This committee is made up of members 
     from each campus, appointed for a two-year term, with the option for  
     reappointment.  
     
     This year, the committee members from Los Angeles, Riverside, Santa 
     Barbara, San Diego, and San Francisco term ends September 30, 2000.  
     The terms of the continuing members from Berkeley, Davis, Irvine and 
     Los Angeles end September 30, 1999.  
     
     According to the Bylaws (Article IV, Section 7.h), which gives the 
     President the authority to appoint "the editor of any regular LAUC 
     publication," the standing charge to this committee is to:
     
     a)   Continue to organize and maintain the New Horizons in Scholarly 
     Communication Web site.
     
     b)   Promote awareness of the site
     
     c)   Develop an editorial policy that includes issues such as 
     copyright and soliciting and mounting original content.
     
     In addition to this charge:
     
     1) In consultation with the Committee on Committees, Rules, and 
     Jurisdiction, recommend to the President and the Executive Board an 
     administrative structure appropriate to the maintenance and promotion 
     of the web site.  In the deliberations of this issue, please consider 
     that in this particular case, one representative from each of the 
     divisions serving as a typical LAUC committee may not be the most 
     efficient structure for assisting the editor of this regular LAUC 
     publication.   
     
     The Committee's recommendation should be submitted to the LAUC 
     Executive Board for review at any of the scheduled Executive Board 
     meetings in October 23, December 10 (Pre-Fall Assembly), March 12, or 
     May tba (Pre-Spring Assembly).
     
     Your contribution to the work of LAUC is very important. Thank you 
     again for your willingness to serve on this very significant LAUC 
     Committee.
     
     BACKGROUND   The LAUC Scholarly Communication WWW Page Ad hoc 
     Committee was created for a one-year term in September 1995 following 
     the discharge of the Ad Hoc Committee on Electronic Information and 
     Scholarly Communication in August 1995.  The latter committee was 
     appointed in January 1995 and during its existence developed the New 
     Horizons for Scholarly Communication Web site.  To allow the committee 
     to continue its work as a permanent committee within the confines of 
     the LAUC Bylaws, the Board decided to establish a Web Page Editorial 
     Committee under LAUC Bylaw Article 4, Section 7 (h), which gives the 
     LAUC President the authority to appoint "the editor of any regular 
     LAUC publication."  The LAUC Scholarly Communication web page is 
     defined as a "regular LAUC publication" and the Editorial Committee is 
     charged with maintaining the site.  It is not necessary to revise the 
     LAUC Bylaws to establish this committee.
     
     The New Horizons in Scholarly Communication web page 
     (http://libweb.ucsc.edu/scomm/) has been created to demonstrate the 
     types of material that could be made available to librarians and 
     scholars both at U.C. and around the world.  As described in the LAUC 
     Electronic Information and Scholarly Communications Ad Hoc Committee 
     Interim Report of June, 1995,  this Web development is aimed at 
     building alliances among various interested parties.
