TO: Patsy Inoyue, President Librarians Association of the University of California FR: LAUC Research and Professional Development Committee RE: 1999/2000 Final Report DA: October 3, 2000 The LAUC Research and Professional Development Committee met three times during the 1999/2000 year; twice by teleconference and once in-person. We are proud to report that we completed our committee charges for the year. STANDING CHARGE ACTIVITIES The Committee received six applications in response to the 1999/2000 call for proposals; four proposals were ultimately recommended for funding. The first call resulted in three proposals. The second call resulted in three additional proposals. Two applicants who submitted proposals in response to the second call withdrew their proposals when the Committee suggested revisions to the proposals. 1999/2000 Funds Total Available for Funding: $30,810.00 ($21,810 for unit members, $9,000 for non-unit members) Total Requested for Funding: $39,662.60 Total Recommended and Approved for Funding: $28,835.60 As the review body for research proposals submitted to the University- wide Research Grants for Librarians Program by LAUC members, we recommended, and the Office of the President funded the following proposals. OPRITSA POPA "Unlawful Souvenirs: On Manuscripts Removed from Occupied Germany (1945)" Campus: Davis Status: Unit Requested: $1715.60 Recommended: $1715.60 Opritsa Popa requested support for a book project that was already in progress. In the spring of 1945, two valuable manuscripts, the Song of Hildebrand (Das Hildebrandlied), a two page parchment dating from the beginning of the 9th century, and the 14th century Willehalm Codex disappeared from the town of Bad Wildungen, Germany. Popa intends to write a book which will detail her findings based on research of archival materials in the Kassel Murhard Library and on declassified United States State Department documents. This material contains the story of the disappearance of these two invaluable documents in 1945 and their eventual return to their rightful owner, the Kassel Murhard Library, 22 years later. In order for Popa to continue work on this fascinating project, the Committee recommended full funding. LINDA VIDA (Primary Applicant) and RANDAL S. BRANDT (Co-applicant) "Survey of California Water and Irrigation Districts" Campus: Berkeley Status: Unit (both applicants) Requested: $8860.00 Recommended: $8860.00 The history and prosperity of California as an agricultural and population center is inextricably linked to the history of the development of its water resources. Today there are approximately 1,200 water and irrigation districts in California. No comprehensive directory of these districts exists, nor has there been a survey to determine what, if any, historical research materials these districts have created and maintained. Vida and Brandt will use their research grant to create a comprehensive list of water districts and irrigation districts and to include a basic level of information about each district. The Committee felt that this project would result in a valuable information resource, not currently available. As the research is also directly related to both applicants primary job responsibilities in the Water Resources Center Archives (UCB), we recommend full funding. VICTORIA WELBORN "Domoic Acid in a coastal food web: Pseudo-nitzchia in nearshore sediments and entry of domoic acid (DA) into benthic communities" Campus: Santa Cruz Status: Unit Requested: $7000.00 Recommended: $5000.00 Welborn's research will focus on the severe impacts of Pseudo-nitzchia toxic algal blooms in the Monterey Bay. The Committee agreed that her project is directly related to her position as Ocean Sciences/Biological Sciences Librarian, a subject speciality for which the applicant is highly qualified and that the research will result in the advancement of knowledge in general. We recommend partial funding only because the research is not directly related to the profession of librarianship and there were other worthy projects which fulfilled this criteria. Non-Unit/Unit Proposal ELIZABETH BYRNE and WAVERLY LOWELL (Co-Applicants) "Centennial History of the UCB Architecture Program" Campus: Berkeley Status: Byrne--Non-Unit Lowell--Unit Requested: $21,047.00 Recommended: $13,520.00 In 2003, the UCB Department of Architecture and the Environmental Design Library will celebrate their hundredth anniversary. This project will create a Centennial History exhibit, website, and monograph which will document the first hundred years of the teaching of Architecture on the UCB campus. The Committee was very supportive of this worthwhile proposal. However, the amount requested far exceeded our resources. Recommended funding in full would have severely limited our ability to support other, equally worthwhile, projects. Therefore we recommend awarding the full $9000.00 available for non-unit members and the remaining $4520.00 for unit members to this project. CALL FOR PROPOSAL CALENDAR As a result of our experience this year, the Committee recommends that we issue only one call for research proposals next year. We revised the grant application proposal calendar and guidelines to reflect this. We also discovered that the "three year pilot project to request personnel replacement cost" had been in effect for at least ten years. Given that grant money had been awarded for replacement personnel for at least ten years, as a committee, we decided that the "pilot project" was successful and had become current practice. The most recent grant guidelines and the 2000/2001 calendar are available on the LAUC webpage at http://www.ucop.edu/lauc/research.html. Cathy Palmer distributed the Call for Proposals to the LAUC Executive Board members on September 1, 2000. Committee member Mari Miller volunteered to identify and mount 2-3 "model" grant proposals on the LAUC website. ADDITIONAL CHARGE ACTIVITIES Outside of the standing charge to our committee, we were charged to "update and make available to the membership a list of LAUC funded research projects that was begun in 1992. Placing this information on the LAUC web site is desirable. We also discussed the need for the final reports of the LAUC research to be made more widely available." In response to this charge, the Committee updated an excel file that lists LAUC Division and University wide research projects from 1980 to the present. The file is available on the LAUC webpage at http://www.ucop.edu/lauc/research.html. Nancy Kushigian, UCD, agreed to act as a bridge person to facilitate the transition to a new Chair in 2000/2001. Respectfully submitted, Cathy Palmer, Chair, Research and Professional Development Committee, 1999/2000
