Final Report

Summary of work for 1999/2000:

The Committee had two specific charges. Regarding the first charge, the Committee has worked on reiterations of LAUC bylaws revisions through Committee discussion and LAUC Executive Board review. Bylaws revisions were finalized. Next steps for the bylaws revisions: the revisions go to LAUC Assembly as motions. If the Assembly passes the bylaws revisions, it goes to a general membership vote on the annual ballot or special mail ballot. Then it goes to UCOP.

The Committee also addressed its second charge to discuss the structure of the LAUC standing committees by soliciting input from divisions and submitting those responses to the LAUC President.

Work Anticipated for 2000/2001:

The Committee was charged to review its current bylaws revisions and get them on the LAUC web site prior to the Fall Assembly. The bylaws revisions (9/18/00 version) were emailed to Andrea Duda as an HTML file and are now on the LAUC website at http://www.ucop.edu/lauc/crj/bylaws-revisions.html

The Committee was charged to review Article 11 (Amendments) LAUC By-laws which cover approval and ratification of bylaws amendments via special mail ballot. A bylaw revision specifying a divisional balloting/tabulation process for a bylaws vote by the membership outside the June annual election process was formulated and discussed within Committee. Dick Vierich, LAUC Parliamentarian, was consulted for clarification on the current stipulation in the bylaws for a "special mail ballot" and the LAUC President consulted. At the direction of the LAUC President, a bylaws revision for special balloting was not incorporated into the bylaws revisions that will be presented to the Fall Assembly.
