Thank you for agreeing to serve on the Committee on Committees, Rules and Jurisdiction. This year, the overall goal for the committees is to complete work that is in progress and to determine the need for further action. The Committee has worked very hard over the past two years to identify amendments to the LAUC By-laws necessitated by changes in the University Librarians Advisory Structure. This year, the committee will present the By-laws amendments to the LAUC Assembly for approval. Once the Assembly approves the amendments, the membership votes to ratify them.
The LAUC Bylaws call for the members on each standing committee to be appointed by the LAUC President to serve two-year staggered terms, and for the divisions to be divided alphabetically into two groups, with divisions in one of the two groups having new members appointed each year. To ensure continuity, Peter Brueggeman, has agreed to continue as Chair of the Committee for the 2000-2002 term. Patsy Inouye has agreed to serve as the LAUC Executive Board liaison to the Committee in order to facilitate the by-law amendment process.
In addition to the standing charge, Committee members are charged to review the background documentation (included below) concerning the proposed By-laws amendments in order to familiarize and/or reacquaint yourselves with the issues encountered, discussed, and addressed. The background information is not yet available on the LAUC website. Committee members will work with the LAUC Web Manager to make the By-laws background information available to the membership on the LAUC web page prior to Fall Assembly.
Committee members are also charged to review Article 11 (Amendments) LAUC By-laws which cover approval and ratification of By-laws amendments. Consult with Dick Vierich, LAUC Parliamentarian, if necessary, to clarify the procedure for presenting and ratifying the proposed By-laws amendments.
As specified in the Bylaws (Article VIII, Section 1.J.1), the standing charge to the Committee on Committees, Rules and Jurisdiction is the following:
a) Review annually, or at the special request of the LAUC President, the LAUC Bylaws and submit recommendations to the LAUC President.
b) Review the Divisions' Bylaws to assure that they are consistent with the LAUC Bylaws. (See Article VI, Section 2.d.)
c) Address other subjects at the request of the LAUC President and consider and develop recommendations upon matters concerning LAUC's committees, rules and jurisdiction.
If the Committee has recommendations concerning the proposed By-laws amendments or other necessary or desired changes, they may submit them to the LAUC Executive Board at any of the meetings scheduled for November 16, January tba, 2001, or April 26, 2001 (Pre-Spring Assembly) with the final report due at Fall Assembly, 2001.
Formal recommendations that need approval of the membership are presented in the form of motions. Please review the appropriate sections of Sturgis for how to make motions.

Article III. Membership. Section 2. LAUC has nine Divisions: Berkeley, Davis, Irvine, Los Angeles, Riverside, San Diego, San Francisco, Santa Barbara, and Santa Cruz. Each Division includes those members whose duties lie primarily on the campus it represents, even if such members report administratively to another campus. Members who work at locations remote from one of the campuses shall belong to the Division of the campus to which they report administratively. Members with University-wide appointments shall belong to the Division of the campus nearest their office.

LAUC Executive Board asks: "...propose more general wording that would serve to include any current and future UC campuses so that we don't have to do a Bylaws revision each time a campus is added to the system."

"There is a sense that the Professional Governance committee should have some oversight of the peer review processes by this bylaw. To say, as I did that the web site now does this is really incorrect. So this change is on hold. The stipulation "...on the web or in electronic format..." allows for two conceivable possibilities: FTP/web site maintenance by a Professional Governance Cmte member him/herself or the submission of Cmte created content to a non-Cmte LAUC webmaster who maintains the LAUC website." Article X. Parliamentary Authority
The current edition of the Sturgis Standard Code of parliamentary procedure governs LAUC in all parliamentary situations that are not provided for in its Bylaws or adopted rules.
