Proposed LAUC Bylaw Changes

CURRENT ARTICLE III SECTION 2

Article III. Membership. Section 2. LAUC has nine Divisions: Berkeley, Davis, Irvine, Los Angeles, Riverside, San Diego, San Francisco, Santa Barbara, and Santa Cruz. Each Division includes those members whose duties lie primarily on the campus it represents, even if such members report administratively to another campus. Members who work at locations remote from one of the campuses shall belong to the Division of the campus to which they report administratively. Members with University-wide appointments shall belong to the Division of the campus nearest their office.

NEED FOR REVISION

LAUC Executive Board asks: "...propose more general wording that would serve to include any current and future UC campuses so that we don't have to do a Bylaws revision each time a campus is added to the system."

Article IV. Officers. Section 7. The duties of the president shall be as follows:

e. Serve as the representative of LAUC on the Library Council.
j. Nominate LAUC representatives to committees of the Library Council.
m. Serve on the Library Council Advisory Committee on Library Studies.

NEED FOR REVISION

With Library Council discontinued, LAUC is now represented in the Systemwide Operations and Planning Advisory Group (SOPAG) and Systemwide Library and Scholarly Information Advisory Committee (SLASIAC). LAUC President cannot be SOPAG representative (involves a multiyear term) whereas LAUC President formerly sat on Library Council (in an annual term).

Chairs of standing and ad hoc committees may be invited by the President to attend an Executive Board meeting as nonvoting members.

SLASIAC and SOPAG representatives are now Ex Officio non-voting members of the Executive Board.

2) Two delegates for each Division having thirty-six to eighty-five members of LAUC.

3) Three delegates for each Division having eighty-six to one hundred and sixty members of LAUC.

4) Four delegates for each Division having one hundred and sixty-one or more members of LAUC.

NEED FOR REVISION

Exec Board asks us to specify a cut-off date by which the number of representatives is calculated. Seems reasonable to use the start date for terms of LAUC officers which is 1 September in the bylaws.

c) Create and maintain a LAUC manual which contains, among other items, a definition of terms used in the peer review process; a model call for personnel actions; and explications of criteria for review in APM 21O4e.(3)(a)(d); categories to be included in the Biographical Bibliographical Form; guidelines for preparing confidential summaries; and guidelines for types of documents required for merit reviews and promotions. The appropriate LAUC position papers shall be incorporated into this manual.

The LAUC web site now serves this function in similar ways (Patricia C. Inouye, 10/26/99)

"There is a sense that the Professional Governance committee should have some oversight of the peer review processes by this bylaw. To say, as I did that the web site now does this is really incorrect. So this change is on hold. I am looking for language which gives authority for the committee to continue to do these things in a environment of the LaUc web site. Any suggestions? " (Patricia C. Inouye, 4/11/00)

"...stipulate in the duties of the Professional Governance Cmte that it is responsible for maintaining a (Peer Review) Manual on the web or in electronic format and that it review the peer review materials on the LAUC web site biennially in order to ensure adequacy and currency of materials. The stipulation "...on the web or in electronic format..." allows for two conceivable possibilities: FTP/web site maintenance by a Professional Governance Cmte member him/herself or the submission of Cmte created content to a non-Cmte LAUC webmaster who maintains the LAUC website." a. The President shall recommend for appointment for three-year terms one representative, from nominees submitted by the Executive Boards of the Divisions, to serve on each of the following Library Council Committees:

1) Bibliographic Projects Advisory Committee
2) Collection Development Committee
3) Personnel Committee
4) Other committees as requested by the Library Council
b. The President shall serve on the Advisory Committee on Library Studies.

c. Representatives to the Regional Library Facilities Boards shall be recommended for appointment by the President for three-year terms from names submitted by the Executive Boards of the Divisions.

d. LAUC representatives to ad hoc committees and task forces of the Library Council shall be recommended for appointment by the President from names submitted by the Executive Boards of the Divisions.

NEED FOR REVISION

Since the committee structure other than a few groups is not outlined specifically in "University Librarians' Advisory Structure 1998 - 2001 (Implemented July 1, 1998)," Article VIII Section 3 is rewritten to general language.

a. The President shall appoint LAUC representatives to university wide advisory groups and committees for stated terms from nominees submitted by the Executive Boards of the Divisions.

b. The President shall forward to university wide advisory groups and committees candidates for LAUC representation on All Campus Groups (excepting the Human Resources Group) from names submitted by the Executive Boards of the Divisions.

c. The President shall recommend to university wide advisory groups and committees the LAUC representatives to Task Forces and Strategic Issue Groups and other ad hoc committees from names submitted by the Executive Boards of the Divisions.

CURRENT ARTICLE X

Article X. Parliamentary Authority

The current edition of the Sturgis Standard Code of parliamentary procedure governs LAUC in all parliamentary situations that are not provided for in its Bylaws or adopted rules.

Exec Board asks to include provision for Parliamentarian; this is added as Article XI, keeping Article X as worded.

ARTICLE XI. Parliamentarian,Alternate Parliamentarian

Section 1. Duties

a. To advise the President,the Executive Board, standing and ad hoc committees and members on questions of parliamentary procedure.

b. The Parliamentarian shall attend all LAUC Assemblies,and any other meetings as directed or requested.

Section 2. Appointment

a.The Parliamentarian shall be appointed by the President from the LAUC membership.

b. The appointment is subject to confirmation by the Assembly membership.

c. Appointment shall be concurrent with the term of the Executive Board.

d. The Parliamentarian shall not be a member of the Executive Board.

Section 3. Alternate Parliamentarian

An Alternate Parliamentarian shall also be appointed in accordance with all of the aforestated provisions,to serve in the absence of the Parliamentarian.
