Communication is Key
Every attempt is made to fully discuss the requirements and priorities before the development process begins. This ensures that the Web Development Team understands the enhancements or application and can accurately estimate costs. There is continued communication after the proposal has been submitted and throughout the entire development process.
Evaluation of Need
Here is the usual scenario: A customer determines that the current business process flow is cumbersome or technically out-of-date and could be enhanced by a Web make-over or development of a small application. They call the Web Development unit. An initial meeting is scheduled so the customer can explain their needs and the Development Team can offer ideas and describe the organizational process.
Enhancing or Re-engineering Existing Web Site
There may be some relatively simple enhancements or changes that can be implemented immediately to correct problems with the site; if so, the Web Development Team will provide a "ball park" estimate and submit a Service Request (SR), to which funds are allocated.
Requirements Documents
If your department or unit is not equipped or prepared to devote the time/expertise to develop a detailed requirements document (which is necessary for us to provide an accurate estimate), an IR&C staff analyst may assist with the development of these documents. The current rate for this service is $69/hour. The money is well spent as it ensures a product that meets the customer's needs and is easy to use. After the provided requirements documents have been reviewed, a proposal with an estimate is returned to the department. References for these types of services are available upon request.
Once the project scope has been fully defined and the level of engagement has been agreed upon, a Service Request will be issued for each stage of the project for cost tracking. Funds are allocated to the project by the customer via an FAU (Account/Fund/Sub). IR&C will bill the customer monthly for work performed against the FAU provided. It is incumbent upon the customer to keep track of this commitment. IR&C can provide an application with which to monitor the charges to any given project and if it becomes clear we are out of sync in any way (e.g., project scope has extended or requirements were not clear/complete) meetings are arranged with the customer to negotiate resolution.
The SR authorizes us to spend up to a set amount of money for the work specified. Billing is done on an hourly rate, which varies depending on the level of expertise needed to implement the enhancements or develop the site.
When the customer accepts the proposal (with any modifications made during discussions), the Web Development Team submits another SR with the final version of the requirements attached for customer's signature/approval. Development projects are handled and tracked separately from general maintenance, hence the separate Service Request.
Then, based on the size and complexity of the project, the work is scheduled.
Application Development

On-going Technical Maintenance
After the Web site enhancements have been completed or the application launched, ongoing maintenance is discussed. Currently, the estimated ongoing maintenance cost is roughly 15% of the original development cost, but this is completely under the customer's control, as we only perform work at their request.
The cost for developing most of our applications has been in the $10K to $30K range. We have done several larger applications in the 34K to $150K range (e.g., Debt Information System, Loan Programs Applications, Space Analysis Tables, Facilities Infrastructure Renewal & Maintenance, Financial Reporting against UCLA).
