Employee Systems Task Force Report
I am informed by Senior Vice President Kennedy that the ESTF Report has been funded and to proceed with implementation.
A steering committee will be appointed and a schedule issued shortly. Work on the University Directory and on the
new Payroll/Personnel System GUI is already underway
Business Officers Institute
The Business Officers Institute was held last month and went well. Dave Tomcheck presented the IT section which
was well received.
Recruitment and Retention
An RFP for a consultant study as chartered by JOG and will be discussed at JOG. Three potential consulting firms
have been interviewed.
University Audit
The university's external auditors have provided their preliminary campus comments. These, as requested by JOG,
focus on disaster recovery planning and network security. They do not, however, address recruitment and retention.
University Policies
The draft Information Security Guidelines have been distributed to VCA's following comments by JOG members.
Comments have been received and will be integrated before final issuance within the next month.
The Electronic Communications Policy Committee is being convened to address extension of the Email Policy to other
forms of electronic communications.
Electronic Commerce
There has been no activity in this area since the last meeting.
Authentication Project
The Authentication Project Workgroup has submitted its final document. UCOPA'S "Root CA" is in semi-production.
A test group of volunteers from across UC has been acquiring certificates, but the process is complex and needs
to be simplified. The University Directory has been in Phase 1 Production status for employees; student integration
is delayed pending resolution of key issues. The notion of an Attribute Server has been integrated into the planning.
Testing of certificate-enabled MelWeb is underway. As part of Employee Self-Service, new hires will be able to
select benefits using certificate-based authentication in the Fall. Authentication policy is still under development.
Instructional Technologies
The final State budget included an additional $4 million of permanent funds for instructional technologies,
and $17.5 million of one-time funds. The study conducted last year was helpful in the process, and will be repeated
this year but on a delayed schedule.
CENIC/CalREN-2
All but one of the network infrastructure connections underlying CalREN-2 have been turned over to CENIC. The
northern vBNS link should be turned over this Friday. The NOC contract has been awarded to CSU. Abilene will link
to the northern ring later this month as part of the Internet2 meeting in San Francisco.
ISP
Conversion to Exodus occurred smoothly with NOAG cooperation. However, issues have arisen about peering with
certain key networks that will need to be discussed by CPG. CENIC is preparing an RFP for an ISP, but any transition
is not likely to occur until later this academic year.
Measurements
No activity to report.
Year 2000
Steady progress appears to be being made across the University. Campus reports are being integrated into a universitywide
report to be presented to the Regents. A preliminary assessment has been made of building control systems. Discussions
are occurring with the Medical Center CIO's.
Legislation
UCOP has been active in addressing pending copyright legislation in Washington. The University Copyright Task
Force will shortly be issuing its final report.
Legislative activity of interest in Sacramento has addressed digital signatures, electronic privacy, and spamming.
