    Undergraduate Admissions - For the Fall 2003 admissions cycle, approximately 25,000 applications will be pre-populated on behalf of California students whose academic records have been scrutinized for "Eligibility in the Local Context," which guarantees admission to the top 4% of each California high school. These applications contain "UC-certified" coursework information (excluding 12th grade) that campus admissions offices need not scrutinize in detail, thus saving time in the evaluation process. A feed of data directly from Pathways to the campuses is under continuing discussion. Work is underway to facilitate the pre-population of the Pathways Admissions Application from the Gateways outreach system as well as California's Student Friendly Services. Development of a Transfer Applicant Work In Progress data collection site is underway for the Fall 2003 admissions cycle.

    Interlocation Transfer of Funds - For the Systemwide Budget Office, development of a Web-based Interlocation Transfer of Funds system is well along and completion is expected in the fall. This system is intended to displace a paper-based process and is planned for deployment this fall.

    Employee Systems Initiative - The check stub inquiry functionality has been developed and tested, and is being prepared for deployment the week of October 7. Additional functionality to provide for W4 modeling capability has been deferred pending revision to the specification by Payroll Coordination. The authentication and authorization of the digital certificates has been refined.

    Payroll

      Web-based Payroll PAN - A Web interface to the PAN subsystem was developed, tested, and then released by IR&C's PPS Maintenance unit on 6/12/02 as Payroll Release 1415.

      Payroll System Web Capabilities - This is the Web inquiry interface for the payroll employee database, which campuses continue to install. At campus request, screen-based versioning was released on 7/10/02 as Payroll Release 1420.

      Payroll System Web-based Merit Subsystem - The Web-based merit subsystem, using WebSphere and J2EE technologies, was released by to campuses on 8/9/02 as Payroll Release 1428. A subsequent release (1433 on 9/10) provided Sun Standard Java Documentation.

      Payroll System Benefits Changes - Work is underway on the extensive Benefits changes for Open Enrollment 2003 and Benefits Year 2003. The changes include switch to four-tiered rate structure, "banded" contributions by salary, conversion of the UC Care Plan to Blue Cross, and implementation of a health care reimbursement account.

      Payroll System HR Initiative - Work has begun on one of the most critical HR initiatives, the removal of the current limitation in PPS of nine appointments per employee and eight distributions of pay per appointment.

    UCRS - Loan Originations on the Web has been installed on BENCOM/WEB. This application provides the same functionality as is available on the IVR for employees to apply for 403(b) Loans.

    Work on Benefit Open Enrollment for both active employees and annuitants is underway. These applications support employee and annuitant changes in benefit coverages for 2003 and will be open to these populations in November.

    GASB Projects - A new system for entry of hand-posting journals (Financial Journal Entry [FJE] system) is currently in production for the 2001-2002 fiscal year adjustments. This system is Web-based and uses J2EE/Web Sphere technology. In addition, a Web-based consolidated financial reporting (CFR) system has been developed to produce the University financial statements. This reporting system has been made available to campuses for review of their corporate data in conjunction with entry of hand-posting corrections, and has been well received.

    Videoconferencing - An H.320 to H.323 gateway has been installed, tested, and used successfully. A new consortium, California Video over IP (CALVIP), has been formed to address H.323 implementation or all segments of public education. Consortium membership includes CSU, UC, community colleges and K through 12. CENIC also is involved. ONI is scheduled for implementation in approximately one year and will not support H.320 protocols. The objective of the consortium is to convert to H.323 for videoconferencing and streaming applications within one year.

    Enterprise Directories - The people responsible for campus directories are progressing toward the creation of a systemwide enterprise directory and are assessing potential interoperability issues among the campus directories.

    Portal and Content Management Software - The systemwide evaluation group has completed its work and is waiting for final budget approval to purchase the software for those campuses that opted to acquire the software.

    Course Management/Learning Management Software - We are working with Academic Initiatives to determine the best path forward here.

    XML Pilot - UCOP is currently exploring the use of XML in the exchange of data between campus systems and UCOP Corporate Systems. XML is already in limited scope use in the exchange of data with the Pathways Admissions Application.

    IT Capital Budget Task Force - IR&C is revitalizing this project and will work toward a resolution, although probably not by the original goal of the end of this calendar year.

    Policy Issues - IR&C is reviewing the various policies for which it is responsible, assessing current needs, and developing a strategy to address these needs in conjunction with the campuses and other UCOP departments.

    Corporate Systems Upgrade - Added to the data warehouse this quarter was the student data reflecting the subject areas of Undergraduate Admissions and Graduate Admissions. The data for the subject areas of Undergraduate Longitudinal Analysis, Personnel Academic Achievements, and Contracts and Grants are in process (analysis and validation).

    Investment Accounting Systems - The project to replace the existing investment accounting system with new systems is proceeding. Implementation of the General Ledger component occurred in May along with a significant portion of short-term investment pool processing. The remaining key modules (the remainder of short-term investment pool and endowment pool processing) are scheduled for implementation in Fall 2002. The accounts payable and accounts receivable modules are scheduled for completion around the beginning of the new calendar year

    Review of IR&C Departmental Computing Services - IR&C is in the process of reviewing data from the first of four planned IT audits by Internal Audit. Preliminary findings from the first audit, a survey of desktop hardware/software/support, suggest that the current model of distributed support for workstations and LANs results in a high cost of service (relative to industry averages). IR&C is working closely with Internal Audit on a response to the desktop audit report. Our goal is to develop a plan for offering new services in this area that better meet the desktop support needs of UCOP departments and lower the total cost of service across the organization.

    Systems/Servers and Infrastructure - IR&C has made 5.8 TB of disk storage available for the California Digital Library application. The CPUs are twin IBM p680 machines in a high availability configuration running AIX V5.

    In addition, IR&C is

    • using flash copy, the IBM instant copy facility to minimize database unavailability
    • building out a SAN (Storage Area Network) based on a McData core switch with McData workgroup switches
    • attaching IBM 3590 tape drives to the SAN
    • going to a LAN-free strategy for server backup, minimizing data flow over the IP network
    • installing DB2 V7 for OS/390, and intending to upgrade to CICS Transaction Server and z/OS
    • using Cisco hardware for a Web server load balancing solution and experimenting with its content management capabilities.
