Local Data Elements
Three fields have been added to the PER table in the EDB: park permit, inactive date, and alternate home department. |
Park permit is a (batch) data entry field only; it does not drive any processing. Inactive date is used in the determination of when to de-enroll an employee from benefits and is displayed on PAFs. Alternate home department is used most frequently for hospital employees to represent where they work versus the Base home department field which more generally identifies them as hospital employees. | Infrastructure code (DB2 and COBOL) changes were required to define the three local fields. Assorted reporting programs contain local modifications to use alternate home department when available rather than Base home department. Screen programs have been modified to display local elements. |

Creation of no-longer-supported Base Payroll files.
EDB restore file. |
For local system use. | Uses a suite of programs and DB2 views that are no longer supported in Base Payroll. Subject to technical failure when EDB structure changes and related Base program code changes occur. Can not be supported after full accounting unit conversion. |
| Customization of interface files expense distribution, online rush checks, and corporate personnel system. | Required for feeds to local general ledger and accounts payable systems. Base Payroll does not provide program code for creation of the corporate personnel mail file. | Modifications to various batch programs. One local copymember and program for the mail file. |
| Online Security Support has been added for an additional ARSM "functional unit code" rule type based on the first two positions of the mail code value in the home department table. ARSM validation was modified to always test based on EDB values and not call the PAR or HDB access modules. | Functional unit groupings of departments are a useful scope definition for online access, and the concept was applied in ARSM prior to the availability of "department hierarchy" in Base Payroll. Invocation of program UCPPPEDB for all validation requests enables use of the full array of rule types. Base PAR and HDB validation routines support only a subset of rule types and therefore can require different levels of access for different databases for a given user. | Small technical impact. Slightly more complex account administration. Department hierarchy has not been implemented because the local functional unit code rule serves the same purpose and requires no special maintenance beyond normal changes to the home department table. There is no Base mechanism for maintenance of the hierarchy table. |

Expense Distribution
Base one-digit sub account values have been translated into two-digit values based on title codes. Various account and fund values and ranges have been customized. Departmental CBUC report has been turned off. |
General ledger system requirements. | Extensive modifications to two expense distribution and one costing program. |
| Modified employee name formatting. | Local preference is for last name, comma, first name with no space after the comma. | Minor code change in one batch program. |
| Paper check processing modifications consisting of sorting and lookup differences based on check disposition values. | Operational requirements. | Extensive modifications to one batch program. |
|
PAFS
Local field "inactive date" is displayed. PAFs are not produced for hospital employees. |
||
|
Deduction Cancellation File
A local file of voluntary deduction cancellation data is produced. |
One program (PPP180). List of qualifying deduction numbers is hard-coded. | |
|
Merit rosters
Hospital employees are excluded. |
||
| Sacramento County Employees Retirement System | Modifications have been coded to apply different limit values based on pay schedule. | Three programs. |
| Modifications to Base Online Function Codes | Visa type, visa/work permit end date, retirement system code, and FICA eligibility code have been added to the EPD1 function code. | One map, one program, and DES table entries. |
| Local Online Function Codes | Clones of the IBA2 and HPER history function codes (XBA2 and XPER respectively) which do not display sex, ethnicity, veteran status, handicapped status, and veteran handicapped status have been created. | Two additional entries in the CFN table and local modifications to two screen programs. |
| Rehires | Non-blank separation date and separation reason are reset when doing a rehire. | One program (PPEA002). |
| Leave Accrual Code | When leave accrual code is not entered, a default value based on title code is assigned. | One program (PPEI001). |
| De-Enrollment from Benefits | Davis tests separation date and local inactive date rather than separation date and last pay date. | One program (PPEI199). |
| Automatic Separation | Davis blocks the separation of student assistants in the month of October and of employees on leave (paid or unpaid). | One program (PPEM107). |
| Employee ID Changes | Old employee id number "remnant records" are not written. | One program (PPKEYCHD). |
