I am looking forward to our first meeting on December 10.

As part of the background for that meeting, I am attaching a draft Planning Framework that I am proposing be used to guide our efforts. It expands on Senior Vice President Kennedy's chartering memo. One of the first tasks of the Policy Committee will be to finalize this document, as well as to consider the policy issues raised in the final section of the document and other policy issues that may need to be included. The document will also be discussed by the Planning Committee. One of the other "framing" tasks we will need to complete next week will be to establish an overall schedule for the work of the two Committees.

Agendas for the two Committee meetings will be forthcoming. I am also attaching an updated list of membership of the two Committees, since there have been some changes since my last memo.

Just to remind you, our meeting is set for December 10 in Room 1001 here at the Office of the President. The two Committees are scheduled as follows:
