Cycle Comments
October 2009 (CURRENT) Campuses have converted a number of faculty appointment and/or distribution records to pay a portion of their general-funded salary from Contracts and Grants or Federal funds.  The portion of this salary which has been converted to C&G or Federal funds has a PPS DOS code of "FEP".  More information on how this data is reflected in CPS will be provided soon.

September 2009 (PRIOR) September 2009 was the first month of the Universitywide furlough program. 

As of the end of  September, employees covered by a collective bargaining had not had their salaries reduced.  About 42,000 employees systemwide have had their salaries reduced under this program so far..

August 2009 The July 2009 snapshot now includes Leave DOS codes (CPS DOS code "LV") in the distribution segment.  These records represent either leave hours (i.e., vacation, sick, comp time, etc.) accrued or leave hours taken.  They should NOT be included in most queries - only those for which you want to specifically exclude leave hours which have been paid or to specifically include them.

Distribution records with a CPS DOS code of "LV" and Payment Category Code of "L" represent leave hours taken.  These hours should be subtracted from total hours if the intent is to calculate total hours of effort.

Continuing Education of the Bar - each month, CEB employees are paid from UC Systemwide accounts .  The following month, adjustments are made to earnings from the previous month to credit the UCOP accounts and debit UCLA accounts.  Many CEB employees have Home Departments that are not University Extension or Continuing Education of the Bar.  The UCLA ORG_1 code is 48400 in CPS and 8400 in the Account Fund Profile; the UCOP ORG_1 code is 48300 (Provost & Exec VP-Academic Aff) in CPS and 8300 in the Account Fund Profile. 

If you use the CURRENT (Preliminary) snapshot, CEB employees will appear to have been paid by UCOP, since the adjustments have not occurred yet.  When using PRIOR/ALL Snapshot, or the FY table, you must sum the earnings, FTE, or hours and only include those which add up to a total greater than zero in order to display only the UCLA earnings.

May 2009   UC Berkeley implemented a new set of PSS and MSP title codes with Grade Type "CC" (Career Compass) and grades 15 through 30.  For employees who were slotted into the new titles, the former appointment was ended with an Appointment End Date of  04/30/09 and a new appointment was established with an Appointment Begin Date of 05/01/09 and an indefinite end date.
April 2009   Adjustments to distribution data to move Continuing Education of the Bar employees from UCOP to UCLA appear to be complete.  Many CEB employees have Home Departments that are not University Extension or Continuing Education of the Bar.  You can identify CEB employees by using the ORG_1 code; it is 48400 in CPS and 8400 in the Account Fund Profile. 
March 2009  Adjustments are being made to move Continuing Education of the Bar employees from UCOP to UCLA.  It appears that earnings from previous months are being transferred between UCOP and UCLA accounts, so you will find CEB employees with LOCNM_13 values of "UCOP" and gross earnings and FTE of 0.  Those same employees will have earnings where the LOCNM_13 value is "Los Angeles" and earnings and FTE are positive.  Be very careful when trying to track UCOP employees or CEB employees throughout time. 
February 2009  Official W2 data, as reported to the IRS for calendar year 2008, is available in the Taxable Gross Cal Prior and Total Gross Cal Ytd Prior fields.

The Highly Compensated flag is based on Calendar Year 2008 W2 total gross earnings of $105,000. 
January 2009  Medical, dental, vision, and legal premiums in the January 2009 tables are calendar year 2009 rates. 

The highly compensated flag is based on total earnings of  $105,000 or more on the W2 for the prior year.  The prior year W2 data for January is calculated from earnings reported to CPS as of December 31st.  Official  W2 data as reported to the IRS should be available for 2008 when we build the February 2009 snapshot.
December 2008  As is the case every December, some benefits coverage codes and plan codes do not match; some apply to December and some apply to January.  December is not a good month to report on benefits coverage.  The rates in the data warehouse for December 2008 are calendar year 2008 rates.
November 2008  The HCRA Indicator gets reset on December 1st each year if the employee has no HCRA deductions remaining for the current calendar year.  For this reason, the HCRA Indicator is not accurate in the November snapshot.  It is not advisable to use the November file to examine HCRA data.

January 2007  Medical, dental, and optical employee-paid and UC-paid premiums are calculated using the 2007 rates and the new Medical Contribution Base (MCB) tier structure.

Merced still has a few PSS title codes missing from TCS.  For employees in those titles, the appointment data which is obtained from TCS is missing.  This includes such fields as personnel program, Class Title Outline, Federal Occupational Subcategory Code, FLSA status, etc., as well as the min, mid, and max salaries for the range.  This data will be updated in CPS as it is updated in TCS. 
December 2006  Three new fields have been added to the Employee segment: Ben_Unit_Code, Ben_Rep_Code, and Ben_Unit_Der.  These codes are all related to the bargaining unit which is to be considered the predominant unit for benefit purposes, such as for health insurance plan selection or employee-paid premiums.

February 2006  The field Gradetype has been added to the appointment segment.  This field indicates which set of grades is applicable to the title code in question.

A new location field, Locnm_Comp has been added at the Distribution level, at the request of the HR Compensation unit.  This field includes the School of Medicine as part of  the Medical Center at UC Davis and UCLA.

A new field called Postdoc has been added at the Employee level so that postdoctoral scholars may be easily identified.

A new field called WOS_Emp has been added to the Employee segment to identify employees who have a Without Salary indicator in the payroll system. 

Budg_fund has been added to the snapshot table.  Previously it was stored only in the fiscal year table.  This field indicates whether the fund is identified in the Corporate Account Fund Profile (CAFP) as  a budgeted fund. 

Merced has many fewer PSS title codes missing from TCS than in previous months - there currently are fewer than 50 Merced employees with title codes that are not in TCS.  For those employees, the appointment data which is obtained from TCS is missing.  This includes such fields as personnel program, Class Title Outline, Federal Occupational Subcategory Code, FLSA status, etc., as well as the min, mid, and max salaries for the range.  This data will be updated in CPS as it is updated in TCS.

January 2006  The medical, dental, and vision premiums now reflect 2006 rates. 

2005 taxable and total gross earnings are reflected in the Total_Gross_Cal_YTD_Prior and Taxable_Gross_Cal_Prior fields in the January snapshot.

October 2005 (PRIOR) Fundsource now classifies fundgroups beginning with '4081' or '4082' as "Other Funds" instead of "Contracts and Grants."  Per George Ohye in Financial Management, these are private gifts and should not be considered contracts and grants.

Data is no longer being loaded into the Executive Severance fields.  The severance data will remain in tables for previous cycles, but should not be relied upon for accuracy.

Postdoctoral Fellows (title code 3253) and "Postdoc- Paid Directs" (title code 3254) are included even if they do not have an assigned or derived BELI of "P" and have no appointment or distribution information.  SF has its own benefits plans for these postdocs so they do not assign them a BELI of "P".  They can be selected by selecting Title_Code_Primary_Appt equals '3253' or '3254'.

Riverside HCRA and Depcare data was not submitted this month.

However, in most cases, the field is not used as expected - the veteran separation dates are not within one year of the employee's hire date. It is possible that campuses might be using this field for some employees who are in the reserves and recently completed active military service as a reserve.

Several campuses are reporting a few employees with Recently Separated Veterans Dates. However, in most cases, the field is not used correctly - the veteran separation dates are not within one year of the employee's hire date.

SMG severance pay exception indicator and SMG override contribution rate fields are now in the Snapshot and FY tables.
